    This National Guard position is for a OCCUPATIONAL HEALTH NURSE, Position Description Number D1234000and is part of the WY Army Aviation Support Facility, National Guard.

    WYOMING ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 Excepted Service position that requires membership in a compatible military assignment in the Wyoming Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Wyoming Army National Guard must be eligible for immediate membership and employment in the Wyoming Army National Guard in the military grade listed in this announcement.

    Responsibilities

    The primary purpose of this position is to manage a comprehensive Occupational Health Program for the Wyoming Army National Guard. Serves as the Joint Force Headquarters - Wyoming (JFHQ-ST) Occupational Health Nurse (OHN) consultant and principle advisor to the Adjutant General (TAG) on occupational health initiatives. Plans, develops, and analyzes the occupational health nursing services provided to Wyoming Army National Guard personnel throughout the state.

    As an OCCUPATIONAL HEALTH NURSE, GS-0610-12, you will:

    (1) Establish, manage and maintain a comprehensive Occupational Health Program:
    Plan, develop, analyze, and review occupational health nursing services and program requirements and determine impacts on National Guard military and civilian personnel and public health.

    (2) Evaluate and administer comprehensive occupational health programs, services and capabilities for military and civilian personnel in the work environment to include field operations, garrison, industrial and administrative sites.

    (3) Provide occupational health services and medical treatment for non-occupational and occupational health illnesses and injuries IAW incumbents scope of employment, professional State Nursing License "scope of practice", and medical directives approved by a qualified, licensed physician.

    (4) Review and evaluate data to determine the need for expanded occupational health services by participating on interdisciplinary teams involving safety, environmental and industrial hygiene related consultation visits, risk assessment surveys of organizations, facilities and work areas.

    (5) Manages the Case Management Program. In coordination with the US Department of Labor (DOL) Regional OHN Consultant, NGB Regional Office of Workers Compensation Program (OWCP) Liaison, and the Director, Human Resources, serves as the local OHN Case Manager Consultant for ensuring development, evaluation, implementation and monitoring a comprehensive medical case management program for civilian employees who have an occupational health related injury or illness.

    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
    The Selected applicant must complete an "I-9, Employment Verification" and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
    Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
    Acceptance of a Technician position will terminate these military incentives.
    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
    Program (SRIP) and TRICARE Reserve Select (TRS).
    Relocation expenses will not be paid by the Government unless noted in the Announcement.

    RECRUITMENT INCENTIVE:
    • A Recruitment Incentive of $2500 is authorized with this advertisement.
    • Payment may be paid at the beginning of the service period, in bi-weekly installments through-out the service period, as a final lump sum payment upon completion of the full-service period, or a combination of the previous mentioned payment methods.
    • Prior to Recruitment Incentive being paid, incumbent must sign a written Service Agreement to complete at least one year employment in the position hired for.
    • Failure to complete the service period, as stipulated in the Service Agreement, will obligate the incumbent to a pro-rata repayment of the Recruitment Incentive.


    Qualifications

    GENERAL EXPERIENCE:
    All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.

    SPECIALIZED EXPERIENCE:
    Must possess the following:
    • Experience planning for and the execution of state occupational health and industrial hygiene programs.
    • 12 months experience in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information, management and information technology, medical logistics, and medical readiness.
    • 12 months experience, education, or training which provided working knowledge of the principles and practices related to the management of occupational health care delivery systems.
    • Experiences and ability to administer an occupational health program with diverse elements peculiar to military settings, achieving compliance with regulatory provisions, and effectively communicating multiple occupational procedures and practices.
    • Skilled in utilizing a variety of automated systems and technology (e.g., Medical Operational Data Systems and the DoD Occupational Environmental Health Readiness System (DOEHRS).

    NOTE: General and Specialized Experience listed on resume will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.

    ADMINISTRATIVE REQUIREMENTS:

  • Must have completed the National Council Licensure Examination - Registered Nurse (NCLEX-RN) and received a license.
    • All licenses ever held by an applicant will be verified with the respective State board of nursing. If any license has ever been revoked due to professional misconduct, the individual is ineligible to apply.
  • The minimum educational program for RNs looking to apply for an ARNG appointment is a Bachelor of Science in Nursing (BSN) program.

  • (2) Additional Nursing Education (Include copy of all transcripts, licenses and/or certifications with application. If selected for the position, applicant must provide official certified transcripts.)
  • Master of Science in Nursing (MSN) degree.
  • Family Nurse Practitioner (FNP). Applicants seeking appointment as a Family Nurse Practitioner (FNP) must have a master's degree from an accredited school of nursing.
    • Only Family Health certification will be accepted and all others are ineligible to apply (i.e. Adult, Pediatric, Acute, etc.). All clinical time must be in a clinical setting and not online.
    • Must possess Malpractice Insurance.

  • Nurses more than six months of experience.
    • Submit a Letter of Recommendation from two nursing supervisors (i.e. Head Nurse, Nurse Manager, Director of Nurses, etc.) NOTE: Charge Nurses are not accepted as supervisor.
    • Submit a Letter of Recommendation from one nursing peer. A professional nurse peer must be able to evaluate applicant's clinical and professional performance and competency. Peers must have worked with the applicant at least 6 out of the last 12 months. NOTE: CRNA must have another CRNA as a peer, not a registered nurse.
    • All Letters of Recommendations require that the individual completing the evaluation list their title (RN, CRNA, etc.) in their signature block.
  • Nurses within six months following graduation.
    • Submit a Letter of Recommendation from Director of Nursing form the applicant's last year of nursing school.
    • Submit Letters of Recommendation from two faculty members during applicant's last year of nursing school.
    • Nurses not supervised by a nurse or only one nurse supervisor.
    • Requires the Hospital Administrator or Human Resources (HR) Department who directly supervises the applicant to write a letter stating the circumstances of the line-of-supervision. The AMEDD Strength Manager (ASM) will provide an MFR explaining the reason for any exception.
    • Two nurse peers who are in a position to evaluate the applicant's clinical and professional performance or competency.

    OTHER REQUIREMENTS:
    Must possess a valid state's driver's license.

    Must pass a drug test prior to appointment.

    EDUCATION AND EXPERIENCE REQUIREMENTS: (Include copies of all transcripts and/or certifications with application)
    A Bachelor's Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management, and Bachelors of Science in Nursing (BSN/RN), Biology, or microbiology. Bachelor's degree in nursing (BSN/RN) or Biology. Other completed degrees are acceptable in Public Health, Entomology, Microbiology, Zoology, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research, or other closely-related degree fields.

    OR

    Certification as an Occupational Health Nurse or a Graduate Degree in Public Health (MPH/MSPH) with a bachelor's degree in a biological science. Other educational options are a Master's in Health Administration, Health Care Administration, Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), or Hospital Administration. A Master's degree or equivalent in public health, and one year of graduate medical education completed in a clinical specialty at a hospital acceptable to the Surgeon General, HQ Army or HQ Air Force is strongly recommended.
