The Blackbird Constructors 407 General Partnership (Blackbird), a joint-venture between Ferrovial Agroman Canada and Dufferin Construction, a division of CRH Group Canada Inc.,)  has been awarded a large and complex construction project that consists of the design, build, finance and maintenance of the Highway 407 East Extension Phase 2. This will result in an extension eastbound from Harmony Road in Oshawa to Highway 35/115 in Clarington, which includes Highway 418 and connects Highways 407 and 401.

Reporting to the Utilities Manager, the Electrical Construction Coordinator will provide technical and functional support to electrical and utilities related field construction activities, coordinating electrical subcontractors, Utility Companies, assisting other Construction Coordinators, Superintendents, Section Managers, and other key personnel through the challenges of a complex heavy civil project.


  • Oversight of construction of electrical infrastructure for highway, and specifically the implementation of the Illumination System, Tolling System, and Intelligent Transportation System (ITS), including planning, execution, commissioning, and handover
  • Oversight of relocation work by Utility Companies and subcontractors, both under contract to Utility Companies and direct to Blackbird, for regulated utilities (electrical, telecom, gas, etc.) in conflict with highway construction and associated activities
  • Conducting professional Project Management; execute conceptual designs; engage consultants; prepare contracts; vendor selection; and monitor construction
  • Communicating regularly with operations, functional authorities, Construction counterparts, senior management and other stakeholders to ensure effective integration and prioritization of technical issues and activities.
  • Generating schedules, material/sub-contractor coordinating, and submitting project documentation
  • Cost control and budget management
  • Writing and submitting Request for Information (RFI) documents
  • Processing change orders
  • Maintaining project logs and schedules
  • Recommending solutions to design changes throughout the construction process
  • Understanding and advocating Occupational Health and Safety standards
  • Other duties as required

Requirements and Working Conditions:

  • Degree in Civil Engineering or related program
  • Minimum 3 years of related working experience, specifically on a large Ministry of Transportation Ontario (MTO) highway project is preferred
  • Good working knowledge of Microsoft Office and AutoCAD
  • Must be flexible and able to readily adapt to changing priorities
  • Sensitive to deadlines in order to ensure that work is accomplished in the timeframes required
  • Ability to work consistently at a fast pace and on multiple assignments concurrently
  • Focused on details, highly organized
  • Ability to work from a construction site office as required
  • Daily exposure to construction environment i.e. Heavy equipment, live traffic and inclement weather
  • Travel to/from/within jobsite(s)
  • Flexibility to work nights, overtime and weekends
  • Must have a valid Class G Ontario driver’s license in good standing.
