Program Manager

The Program Manager will provide leadership, supervision, management and oversight for the Stearns and Benton County MFIP Programs. This position will be responsible for ensuring high quality, member driven services through the implementation of evidence based practices and monitor program performance in accordance with contract guidelines. The Program Manager will provide supervision to two program sites and staff, and support teams who implement programming.. This position is responsible for ensuring that the programs function under one budget, and works collaboratively to support Avivo's mission. ESSENTIAL RESPONSIBILITIES: • Provide leadership to teams providing Employment Services through MFIP and DWP programs as outlined and required by contract. • Establish, monitor and adjust goals and timetables to meet contract obligations. • Monitor and ensure that quality case management, job counseling, job placement and job retention services are provided to program recipients. • Provide training and support to direct service staff in federal, state and county TANF policies and procedures. • Ensure the appropriate supervision and development of staff; monitor performance and conduct annual performance appraisals. • Positively represent programs and participant needs to funding sources, business, media, legislative, public and nonprofit communities. • Develop and maintain collaborative working relationships with community partners. • Oversee the recruitment, hiring, development and retention of a diverse workforce, ensuring adherence to Avivo's policies and procedures. • Develop and maintain statistical and data collection procedures to accurately report program performance. Write narrative and statistical reports as needed. • Assist in developing bids and proposals for program continuation and expansion opportunities as they present themselves. • Demonstrate competence using WF1, Maxis and other state, county and agency database systems. • Promote and support involvement in the organization's commitment to undoing racism and reducing disparities. QUALIFICATIONS • BA degree in human services, social work, psychology, education or related field required. Background in vocational counseling, job placement, marketing and MFIP required. Bilingual Somali helpful. • Minimum two years management experience in human services including staff supervision and training, contract management, program performance monitoring, program development and proposal and report writing required. • Experience with and/or a demonstrated commitment to developing and delivering culturally responsive services. • Knowledge of local labor market and community resource programs. • Strong leadership, verbal and written communication skills. • Desire to work with persons of diverse cultural, economic and educational backgrounds.
