Description

The Control Systems Manager oversees the system functions and staff responsible for the operation, maintenance, and optimization of control systems utilized in water treatment and distribution processes. This position requires expertise in industrial control systems, instrumentation, PLC programming, SCADA systems, cybersecurity measures, and project management, to uphold the reliability, efficiency, and security of the water infrastructure, while also necessitating frequent fieldwork, with up to 50% of the work time dedicated to onsite system inspections, troubleshooting, and maintenance tasks.

The ideal candidate will have excellent communication and interpersonal skills and be able to write clear, concise, and accurate technical and non-technical reports, correspondence, and memoranda. They will have knowledge of the principles, methods, materials, and equipment used in water treatment and distribution system installation (irrigation and domestic water), maintenance, construction, and repair work and understand the federal, state, and county regulations related to water distribution and treatment operations. Experience with contract administration, including the process of contract preparation, contractor selection, administration of contract work change orders, disputes, claims, equal opportunity and closing of contracts along with the ability to work after hours on normal workdays, weekends and holidays to assess emergency situations and dispatch needed personnel is required.

Qualifications

Any combination of education and experience which demonstrates possession of the knowledge and abilities required for this position. A typical qualifying entrance background is:

Experience and Education

  • Three (3) years of journey-level experience in the maintenance of process instrumentation, computer systems/networking, electronic and/or electrical systems in a water or wastewater treatment plant or related facility; and Equivalent to a bachelor's degree from an accredited college with major coursework in computer science, information technology, computer engineering, electrical engineering, or a closely related field.
  • Alternatively, four (4) years of additional professional-level experience in process instrumentation, computer systems/networking, electronic, and/or electrical systems may be substituted for the required education, resulting in a total of seven (7) years of relevant experience.

Licenses and Certification

  • Possession of, or ability to obtain, a valid California driver’s license, and a satisfactory driving record are conditions of initial and continued employment.
  • Possession of a valid Grade T2, or higher, Water Treatment Operator and Grade D2, or higher, Water Distribution Operator certificate is desirable.
Benefits

Retirement - Solano Irrigation District participates in the California Public Employees Retirement System (CalPERS).

  • Classic CalPERS Members - benefits include equivalency of formula with the following provisions: final compensation is the monthly average of highest 36 consecutive months; and credit for unused sick leave. Employee pays 7% Employee Contribution.
  • New CalPERS Members – benefits include equivalency of formula with the following provisions: three-year final compensation period used to calculate the average final compensation; and credit for unused sick leave. Employee pays 6.75% Employee Contribution.

Deferred Compensation - 457 plan available, with Employer match up to $100 per pay period.

Health Insurance - Plans include Anthem Blue Cross HMO and PPO plans and a Kaiser Permanente plan. The District pays a portion of the premium for employee and dependent coverage.

Dental Insurance - Dental provider is Premier Access Dental. District pays full premium for both employee and dependents.

Life Insurance - Benefit is equal to 2x annual base salary rounded to the next higher $1,000, up to a maximum of $300,000. Premium is paid by the District.
