The intent of this posting is to fill one (1) regular full-time vacancy, and establish an eligibility list which may be used to fill future regular full-time or limited-term vacancies over the next two (2) years.

Serves as a technical resource supporting and coordinating development and implementation of California Environmental Quality Act (CEQA) projects, SMUD's environmental programs and regulatory requirements. Will support multi-phased environmental projects. Will work with contractors; assist in training business unit personnel in environmental protocols; ensure safe work practices, timely and quality work products and support for business unit operations; and ensure SMUD projects are planned and executed in compliance with applicable environmental policies and regulations, such as CEQA, State and Federal Endangered Species Acts, Fish and Game Code, Migratory Bird Treaty Act, Clean Water Act, Section 106, and Assembly Bill 52.

Purpose Plans, develops, implements and administers Environmental and Hazardous Materials/Waste Management compliance and training programs for the protection of employees, the public end the environment; ensures SMUD compliance with federal, state and local laws and regulations.Nature and Scope

This classification is comprised of two levels: Level I is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level II upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.

Duties and Responsibilities
  • Contributes to SMUD Environmental efforts and provisions by planning, developing, scheduling, presenting, implementing, administering, coordinating and/or evaluating Environmental and Hazardous Materials/Waste Management methods, procedures, programs and training programs.
  • Develops and presents environmental training programs to small and large audiences of SMUD employees.
  • Ensures that proper environmental methods, procedures and practices are being maintained and followed by SMUD by conducting environmental audits and inspections involving the handling, storage, transportation, and disposal of hazardous materials/wastes.
  • Performs related duties as required.
Required Education
  • A Bachelor's degree from an accredited college or university with major course work in occupational health, risk management, engineering, behavioral sciences, public/business administration or a related field or equivalent experience.If no degree, five (5+) or more years of relevant experience are required.
Required Experience Qualifications
  • One (1+) or more years of progressively responsible relevant work experience as an "Environmental Specialist" or "Technician",with specific experience in developing and implementing environmental and/or hazardous materials/waste programs.
Knowledge Of Industry trends, principles, procedures and practices regarding safety, occupational health and environment/hazardous materials/waste management policies, procedures and standards; SMUD policies, procedures, and other special agreements; basic methods and techniques for report preparation and writing; techniques and practices for problem research and resolution; methods and techniques for record keeping; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.Skills To Plan, develop, implement and administer environmental programs; learn practices and processes in conducting safety, loss control/prevention, occupational health and environmental audits, inspections and self-assessments; interpret, analyze and apply pertinent policies, procedures, regulations and requirements relative to environmental and hazardous materials; express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; prepare deer and concise reports, policies, procedures and documents; utilize a personal computer end/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.Desirable Qualifications
  • Degree in Physical or Environmental Sciences or Environmental Engineering, or similar field
  • One (1) year or more of relevant work experience in the environmental field, natural resource management, or environmental regulations
  • Knowledge of California Environmental Quality Act (CEQA), Federal and State environmental laws and regulations; Clean Water Act; Fish and Game Code; environmental policies, practices and procedures; Geographic Information Systems (GIS)
  • Experience in environmental fields such as biology, water resources, or cultural resources; planning and organizing work, report writing and preparation; and basic budgeting techniques
  • Skill to negotiate and interact with regulatory officials; negotiate and resolve conflicts; manage several projects simultaneously; provide quality control and review of CEQA reports and documents; and analyze and evaluate complex data and information
Required Licenses/Certificates

Valid California Driver's License. Qualified re: "Frequent Driver Standards" per SDP Policy No. 4.7.2.2. Ability to obtain a Registered Environmental Assessor Certification and Hazardous Materials Management Certificate
