The Massachusetts Department of Public Utilities (DPU) is responsible for regulatory oversight of investor-owned electric, natural gas, and water utilities in the Commonwealth. In coordination with the Energy Facilities Siting Board (EFSB), the DPU and the EFSB jointly oversee the siting of major energy facilities in the Commonwealth to ensure a reliable supply of energy, with a minimum impact on the environment, at the lowest possible cost. The Siting Division of the DPU supports the review and adjudication of energy facility proposals requiring EFSB/DPU regulatory approvals by conducting comprehensive environmental, technical, economic, and legal reviews, consistent with applicable statutes, regulations and precedent.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The IT Liaison position supports and coordinates IT operations within the Department of Public Utilities (DPU) and the Executive Office of Environmental and Energy Affairs (EEA). This is a critical, department-wide position for additional IT support to the department staff beyond EEA IT's scope of work.

This role will serve as an operational lead from the DPU side, building relationships with EEA IT, and coordinating all IT operations for DPU's 14 divisions. This role will collaborate with certain DPU divisions on entry-level user data analysis work. This includes but is not limited to portal content editing/updating, DPU file room updates, and utility rates data chart building.

Incumbents of this position receive general guidance from the Chief Financial Officer and other DPU senior staff who provide policy and review performance through meetings and reports for effectiveness and compliance with policy, laws, rules, regulations, and professional standards.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

• Responsible for coordination with EEA IT on all IT operations applicable to the DPU.

• Coordinate and strategize IT policy implementation with all 14 DPU divisions.

• Assist EEA IT in user support tickets if required.

• Responsible for DPU onsite IT equipment/assets inventory management.

• Coordinate all IT assets procurement between the DPU and the EEA IT.

• Perform certain user-level IT support which does not require special IT admin privileges to increase the effectiveness of EEA IT support to the DPU.

• Communicate clearly and effectively on all IT policy changes to the DPU staff.

• Act as the central support point for the DPU's web page updates.

• Provide support to other DPU staff assigned editing tasks.

• Perform quality assurance and control checks on web page feature releases/updates.

• Support DPU File Room database update.

• Assist with coordinating events, off-site public hearings, DPU Hearing Room set up, break down and special requirements.

• Provides limited support to graphic data chart creation using DPU's internal data sources.

• Ensures regular and complete communication to the appropriate stakeholders on IT operational changes or events.

• Assist with maintenance windows and network outages, assuring the system is functioning as normal.

• Perform related duties and projects as assigned.

QUALIFICATIONS REQUIRED AT HIRE

• Experience working with IT business workflows, technical and operational documents, and managing business processes.

• Extensive knowledge of various EEA & EOTSS IT product/service functions.

• Strong working knowledge of the Commonwealth IT planning, management, and adoption process

• Experience working on multiple projects with time-sensitive deadlines.

• Experience working with extensive data in Excel.

• Is comfortable working with BI reports and other analytics, including interpretation of business data.

• Experience in the government sector is preferred.

• Ability to establish rapport with persons from different ethnic, cultural and/or economic backgrounds.

• Ability to give oral and written instructions in a precise, understandable manner.

• Ability to provide excellent customer service.

QUALIFICATIONS ACQUIRED ON JOB

• Knowledge of utility regulatory process

• Knowledge of IT procurement requirements, compliance, and process.

• Ability to exercise discretion in handling confidential information.

• Knowledge of advanced MS Excel and MS Power BI data chart-building functions.

• Knowledge of the laws, rules, regulations, policies, procedures, standards, and guidelines governing assigned unit activities.

• Knowledge of the types and uses of Agency policies and procedures.

• Knowledge of investigative techniques.

Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitution below.

Substitutions:

I. A Bachelor's degree with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for two (2) years of the required experience

II. A Master's degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for three (3) years of the required experience
