College of Arts and Sciences is seeking (1) College Finance Officer who will work with leadership to manage the College of Arts & Sciences financial resources effectively.

HERE IS WHAT YOU WILL DO


The ideal candidate for this position will work with leadership to effectively manage the College of Arts & Sciences financial resources. This position performs budgetary analysis for departments to assist with budget planning, allocations, and expenditures. Responsible for supporting the financial activities as it pertains to state, foundation, and sponsored funding.


The essential duties and responsibilities of the College Finance Officer are the following:



  • Manages annual college state budget of $89,000,000.

  • Provides budgetary analyses as needed for the Assistant Dean for Administration and Finance.

  • Coordinates annual budget preparation process with departments and College Leadership.

  • Prepares and submits the College's annual budget with input for hires and personal services allocation.

  • Prepares and submits budget amendments for the College.

  • Prepares other annual reports as needed.

  • Resolve questions and problems concerning general funds, agency accounts, Foundation projects, sponsored funds (Grants and Contracts), Department Sales and Services, and Indirect.

  • Works with department Chairs, faculty, financial team, and University partners regarding budgetary questions.

  • Trains and oversees the financial team in running Spectrum budget reports and online inquiries for general fund accounts, sponsored, agency accounts, revenue, and Foundation budget reports (via Financial Edge).

  • Works with various units at the University level to include Budget and Planning, Accounting Services, Disbursements, Business Services, Research Administration, and GSU Foundation resolving problems.

  • Monitors personnel and non-personnel lines of the general budget, ensuring that all categories are in line with allocations using various budget reports and analyses with major fine-tuning at mid-year and before the final budget amendment of each fiscal year.

  • Provides the Assistant Dean for Administration and Finance with year-end projection of available funds that may be redirected for special projects, etc.

  • Coordinates annual lab fee increase of scheduling.

  • Along with the Business Services Officer, works with Spectrum Office to add new users, establish workflows, troubleshoot user and/or account access, and with Budget & Planning to set up new budgets.

  • Works with College Human Resources to resolve payroll issues and process payroll adjustments; assigns, pre-reviews,s and certifies PERS as needed.

  • Approves ePAFs as needed.

  • Works with the College Research Administration to monitor and document cost-sharing and courses.

  • Supervises a team of Assistant Finance Officer Leads and Assistant Finance Officers (AFOs).

  • Train team on all college and University processes and procedures.

  • Prepares annual performance evaluations.

  • Collaborates with direct reports to set annual goals.

  • Works with College Human Resources to complete the summer payroll process by reviewing department entries and validates annual allocation for State funding for summer salaries.

  • Perform other duties as assigned.

Minimum Requirements:



  • Bachelor's degree in a related field and three years of budgetary experience or a combination of education and experience.


Preferred Hiring Qualifications:



  • Bachelor's degree in a related field and seven years or more experience in accounting and finance and sponsored research.
