What You'll Do in This Position

Lead and direct all supply chain management needs for the company to meet all site mission requirements to comply with the DOE M&O contract, enhance external supplier relations, develop and implement innovative, progressive changes in the Supply Chain Mangement Process resulting in creating a cost effective and efficient environment.

Develop, implement and manage innovative strategic programs to enhance the company's cost effectiveness while creating efficiencies that minimize actual hours and acquisition process cycle time for goods and services.
Lead and manage the efforts of subordinates to drive down Supply Chain Management costs through the creation of new programs and processes.
Direct all Supply Chain Management activities to ensure compliance with DOE prime contract requirements, SRNS Supply Chain Management Practices Manual and DOE directives (DOE Orders, DOE Acquisition Letters, etc.).
Establish metrics to monitor performance against requirements by conducting self-assessments, random audits and file reviews.
Implement corrective actions such as written guidance and one-on-one training with managers, SCM Associate Resource, SCM Advisors, SCM Lead Specialist, SCM Sr Specialist, SCM Specialist, and customers.
Directs, delegates and provides effective oversight for all Supply Chain Management actions and resolutions to problems in order to meet critical site requirements.
Directs, delegates and provides effective oversight for all subcontract modifications, expediting activity, and negotiations with DOE/NNSA and Company customers to eliminate constraints and/or execute alternative actions in support of critical site needs.
Directs, delegates and provides effective oversight in allocating/assigning resources to adequately support DOE/NNSA and Company customers that have competing needs and priorities.
Directs, delegates and provides effective oversight in representing SRNS to the highest level of supplier management and resolution of contractual disputes using judgment in executing responsibility as a legal steward of tax payer monies and function as an external ambassador.
Directs, delegates and provides effective oversight in developing contractual resolutions that support all site needs, and provide guidance so that site customers accept necessary contractual changes.
Assess nonexempt, exempt and management personnel work performance and knowledge.
Directs, delegates and provides effective oversight in the development and implementation of training plans to enhance the professional development of all Supply Chain management personnel.
Conducts one-on-one training with managers to improve their skills in assessing, coaching and motivating personnel.
Conducts to conduct one-on-one training with professional and SOP personnel to improve their procurement, administrative and professional skills, while fostering career development.
Direct all Supply Chain Management activities in support of SRNS /DOE Balance Scorecard goals.
Directs, delegates and provides effective oversight of providing instruction to personnel on various methods to source, solicit, award and administer contracts with targeted supplier categories.
Directs, delegates and provides effective oversight in the monitoring of activities against goals, and executes corrective actions to address future actions in order to meet goals, negotiate procedural requirements and interpretations with DOE.
Directs, delegates and provides effective oversight of Supply Chain Management's budget and manpower to accomplish maximum utilization and efficiency of resources.
Directs, delegates and provides effective oversight of analyzing work load and individual/department productivity and redeployment of existing resources to increase efficiency.
Directs, delegates and provides effective oversight in obtaining additional equipment and headcount as necessary to ensure success of Supply Chain Management actions.
Directs, delegates and provides effective oversight in the development and management of Supply Chain Management's salary plan that embodies the pay for performance approach, motivating personnel with appropriate merit and promotional increases.
Directs, delegates and provides effective oversight in reviewing and approving all major acquisition actions to ensure that quality and delivery requirements are met while complying with prime contract and other DOE/NNSA requirements.
Directs, delegates and provides effective oversight in the evaluation and execution all actions.
Directs, delegates and provides effective oversight in the review, modification and endorsement for all actions prior to submittal to DOE/NNSA for approval, ensuring that all regulatory, legal, quality and business issues have been sufficiently addressed.
Directs, delegates and provides effective oversight in meeting the strategic savings goal established by DOE as part of the Balance Scorecard.
Directs, delegates and provides effective oversight in ensuring Supply Chain Management effectively supports Enterprise Wide initiatives such as the Supply Chain Management Center (SCMC), Performance Engineering Review Team (PERT), etc...
Directs, delegates and provides effective oversight in ensuring Supply Chain Management meets all Balance Scorecard goals.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. Qualifications We Desire

In-depth knowledge of procurement and materials management, logistics and government property management practices. Extensive knowledge of regulations and DOE Orders that provide guidelines for materials management, logistics, and property management.

Previous management experience is required with significant experience overseeing a multi-disciplined workforce within a government warehouse operation preferred. Demonstrated accomplishment in optimizing performance of warehouse facilities and distribution processes. Demonstrated ability and vision to establish and leverage KPIs to drive organizational performance. Comprehensive knowledge of Department of Transportation Regulations, NQA-1 Nuclear Facility Quality Assurance Requirements, and Chemical Warehouse Storage requirements. Demonstrated experience / aptitude to evaluate operations, organize resources, conduct/apply formal issue evaluations and lessons learned to set a vision for performance excellence. Leveraging KPIs to drive organizational performance. Proficiency with compiling organizational schedules, ability to evaluate and evaluate/establish/prioritize multi-facility budget plans and oversight. Driving organizational accountability to established budget and schedules to support out year planning.
