Description

The Assistant Commissioner of Traffic Technology and Innovation will serve as part of the senior management team of the Traffic Operations division. The selected candidate will report directly to the Associate Deputy Commissioner for Traffic Operations and oversee a professional staff of technology and procurement professionals. The Assistant Commissioner will be responsible for managing a 10-year capital program of $1.2B and $400M expense contracts annually. The position will have oversight of contract development and management, working with DOT Legal, the Agency Chief Contracting Office and various oversights through procurement and handling invoicing and payments for active contracts. These contracts support everything from the day-to-day maintenance of New York City's 350,000+ street lights and 14,000 traffic signals to the development of increasingly complex workflow management systems for the division. The contracts also enable some of the agency's most public facing and safety critical programs such as the installation of traffic signals in street improvement projects, retrofitting existing traffic signals with accessibility features to make them accessible for visually impaired pedestrians and the City's nation-leading Automated Enforcement programs.

The Assistant Commissioner will have a particular focus on the development of new contracts with major IT components as well as the internal business processes that support contract work for signals and the traffic management center, street lighting, automated enforcement as well as across the division. The Assistant Commissioner will review recurring contracts periodically with an eye toward innovation and modernizing workflows. A strong understanding of IT systems and IT projects is preferred. Knowledge and experience in engineering, transportation and public sector procurement are all strongly preferred.

A key focus of the position will be on expanding equity in the DOT programs through both internal and external actions. Internally the selected candidate will work to build a diverse and inclusive workforce representative of the City as a whole including through hiring and retention. Externally the selected candidate will work to ensure that all appropriate programs are being delivered where they are most needed, including increased focus on areas where programs have not historically been well represented. These efforts are part of the larger agency and administration focus on equity.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and five years of full-time paid experience dealing with traffic-related functions in a governmental agency, business organization, civic organization or educational institution including one year in an administrative, consultative, managerial or executive capacity; or

2. A satisfactory equivalent. However, all candidates must have at least one year in an administrative, consultative, managerial or executive capacity.


Preferred Skills
Excellent verbal and written communication skills. Proven ability to work collaboratively with staff from different professional backgrounds. Demonstrated familiarity with City procurement process. Experience with IT project development and management. Experience with contract development. Experience researching technology and procurement solutions, developing recommendations, presenting, and advancing with executive leaders. Advanced degrees in engineering and/or information technology/computer science are preferred. Leadership and supervisory experience preferred.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
