The Massachusetts Department of Public Health seeks an experienced professional to join the Asthma Prevention and Control Program (APCP) in the Bureau of Community Health and Prevention (BCHAP) as the Asthma Health Homes Project Coordinator. This role supports the newly funded addressing inequities through a comprehensive Community Health Worker (CHW) Home Visiting Model (AIM) project. The AIM project strives to address inequities in asthma outcomes in populations experiencing disparities in access to safe and healthy housing and seeks to achieve measurable and meaningful improvements in asthma outcomes through meaningful community engagement and support asthma home visiting & low-cost home remediation model, in Springfield, Holyoke, and Chicopee, MA. The Program Coordinator will implement and coordinate the daily activities of the AIM project, including development and implementation of project procedures and guidelines, contract management of community-based organizations and technical assistance, and collaboration with community-based organizations to conduct meaningful community engagement activities. This position will also support the overall healthy homes and home-based environmental asthma trigger activities of the APCP, including implementation and monitoring of healthy housing efforts pertaining to the 2022-2026 Strategic Plan for Asthma in Massachusetts.

The Project Coordinator will actively implement this framework across all facets of their work.

The qualified candidate will possess strong communication skills and have knowledge or experience, including lived experience, with asthma or other chronic disease management, environmental health, public health, affordable housing, healthy homes principals and models.

Duties and Responsibilities(these duties are a general summary and not all inclusive):

  • Provide overall coordination, implementation and support across healthy homes and home-based environmental asthma trigger activities.
  • Develop and implement AIM project procedures and guidelines to accomplish project goals and meet funder requirements.
  • Work closely with community-based organizations and technical assistance providers to oversee contracts, develop and implement workplans, and conduct community engagement activities.
  • Coordinate AIM related data and evaluation activities, including development and administration of home remediation policies, procedures, protocols, and data collection methods, and maintenance of project regulatory documents for compliance with Institutional Review Board.
  • Work closely with APCP Program Director to identify opportunities to address asthma inequities and foster collaboration across DPH programs around healthy homes and home visiting programming.
  • Maintain current knowledge of home-based asthma and other health related interventions through literature searches, background research and participation in capacity building opportunities.

Required Qualifications:

  • Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.
  • Able to follow written and oral instructions.
  • Knowledge of or experience with strategic planning or other priority setting processes.
  • Capacity to communicate effectively in oral expression.
  • Ability to adjust to varying or changing situations to meet emergency or changing program requirements.

Preferred Qualifications:

  • Three years of experience in work relevant to public health, program coordination or management, or program planning or analysis.
  • Proven record of success in project development and management.
  • Experience with energy efficiency, home weatherization, environmental health, or healthy homes models and programing preferred.
  • Ability to communicate with both internal and external stakeholders, and knowledgeable about community engagement activities and community-based organizations.
  • Experience supporting the Community Health Worker (CHW) workforce preferred.
  • Ability to analyze and determine the applicability of data, draw conclusions and make appropriate recommendations and maintain accurate records.
  • Commitment to travel to Springfield, Holyoke, Chicopee areas at least quarterly with occasional evening or weekend availability to attend community meetings.
  • Candidates must demonstrate an understanding of social determinants of health and a commitment to health equity, particularly racial equity, and racial justice.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
