Description

The Human Capital Office's Talent & Organizational Development department leads the district's strategy around one of the Blueprint focus areas: staff leadership. This department is guided by a vision that all staff members across all employee groups will "lead from their seat" to contribute to organizational effectiveness and student success. As a large urban school district with over 11,000 employees serving nearly 80,000 students, the district requires a highly strategic, and diversified approach to talent development and organizational development. In City Schools, the other two Blueprint focus areas (literacy and student wholeness) serves as grounding for much of the district's learning and development, especially activities focused on Principals, teachers, and related service providers. Meanwhile, in recent years, the district has invested in new ways in more comprehensive staff development, seeking to expand and coordinate learning opportunities for paraprofessionals and school-related personnel, skilled trade workers, a wide variety of District Office staff members - including senior leaders, and more. The Talent & Organizational Development department is structured to focus on three areas of work. The department (1) guides and tracks learning and development across all employee categories in partnership with professional learning providers across the organization, (2) directly facilitates the district's principal and teacher pipelines and induction programs, and (3) implements educator career pathway activities as directed by district-union partnership committees.

To make this possible, the Educational Associate - Opportunity Culture has primary responsibility to serve as an Opportunity Culture (OC) content expert for schools in the recruitment, selection, deployment, implementation and monitoring of the OC methodology and approach.

  • Meets on a consistent basis with the district OC team, including bi-weekly meetings with Public Impact.
  • Holds district and school staff accountable for completing tasks and meeting deadlines necessary for results.
  • Builds effective relationships with teacher leaders, principals, district departments and leadership.
  • Anticipates and responds appropriately to adjustments needed to move forward in the OC design and implementation process, if/when barriers arise.
  • Screens applications and scores essays and data submissions.
  • Orchestrates Behavior Event Interviews for Multi-Classroom Leader and Team Reach Teacher candidates.
  • Communicates with candidates throughout selection process, including application status updates and next steps.
  • Creates, manages, and updates OC candidate pools and folders for school leaders to use during school-level selection.
  • Works with principals to support school-level selection processes to match candidates with OC roles.
  • Supports and develops planning for collaborative learning sessions and provides systems and operations support as needed.
  • Interviews MCLs for monthly spotlight/newsletter.
  • Observes and provides feedback for various planning and feedback sessions.
  • Plans, facilitates and recruits staff to orchestrate the OC design process.
  • Partners with finance, payroll, and compensation teams to ensure that schools budget the necessary funds for OC implementation.
  • Uses implementation data to facilitate school-based OC redesign plans as appropriate.
  • Recruits teachers and paraeducators to apply for OC roles including material creation and information session facilitation.
  • Socializes OC information (processes, impacts and results data, etc.) across a wide variety of internal and external stakeholders (Board, district executives, public, etc.).
  • Ensures schools' OC implementation budgets are sustainable.
  • Updates OC staff resources with helpful data, articles, etc.
  • Participates in individual OC coaching conversations and lead SEL, learning and development activities.
  • Coaches teachers and principals in the design process for OC roles.
  • Reviews school plans to determine teacher leadership roles and adjustments needed within the district system to ensure a sustainable teacher-leader career ladder.
  • Monitors MCL tracker progress and support with data collection, tracking, and analysis.
  • Ensures fidelity and robustness of the district's and each school's adherence to the five Opportunity Culture Principles to scale and refine components of district-level OC design.
  • Monitors OC candidate selection process to ensure equity in multiple areas.
  • Coordinates across departments to gather, analyze, and communicate OC outcomes and fidelity of implementation.
  • Tracks OC implementation data for Title I progress monitoring.
  • Performs and promotes all activities in compliance with equal employment opportunity commission and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.

  • Bachelor's degree in relevant field. Degree must be from an accredited college or institution.
  • Valid Maryland State Department of Education Standard Professional Certificate and appropriate professional licensure. Non-Maryland applicants should possess equivalent teaching/professional certification or licensure.
  • Five years of experience designing and implementing employee development programs.
  • Excellent verbal and written communication and presentation skills.
  • Strong customer service skills to support internal and external customers.
  • Adept with a variety of multimedia training platforms and methods.
  • Ability to evaluate and research training options and alternatives.
  • Strong verbal and written communication skills, including active listening, emotional intelligence.
  • Ability to use discretion, maintain confidentiality and ethical conduct.
  • Ability to work effectively with all levels of staff, establishing and maintaining collaborative professional relationships.
  • Proficiency with use of computers (desktop, laptop, tablet).

Proficiency with MS Office 365 (i.e., Outlook, Word).
