Job Summary:


The Housing Portfolio Manager is one of two primary contacts for the MH Division housing portfolio. This position is responsible for tracking and oversight of the Adult Community Clinical Services (ACCS) housing portfolio and provides specialized training and support to ACCS Housing Coordinators. The Housing Portfolio Manager contributes to Bay Cove's mission by facilitating rapid movement through the housing continuum of care for Persons Served in the Mental Health (MH) Division. This is an exempt position.



Supervisory Responsibilities:


Supervises two ACCS Housing Coordinators (HC)



Essential Functions of the Position:



  • Supervision of two ACCS Housing Coordinators

  • Works closely with the a number of Bay Cove Departments and external stakeholders to facilitate rapid access to housing resources for persons served by ACCS

  • Participates as needed in weekly ACCS Team Meetings

  • Provides new staff orientation, all staff annual trainings, and any needed real-time trainings on all housing related policies and procedures

  • Provides housing related consultation, housing search as needed, and troubleshoots barriers to housing stability and movement through the continuum

  • Assists with access to housing resources in the community and strategizes with ACCS HCs on creative ways to promote and actualize graduation opportunities for Persons served from GLEs and/or SIEs into more independent apartments

  • Assist with mitigation preparation and reasonable accommodation requests as needed

  • Act as liaison between ACCS HC and the subsidy administering agencies, and as needed between landlords and/or property management companies

  • Responsible for maintaining all leasing records in the Housing Department, including but not limited to: fully executed master lease agreements for residential programs and scattered site apartments as well as individual use & occupancy agreements

  • Processes all amendments to master lease agreements in close coordination with Bay Cove's legal department and the Director of Housing, including but not limited to lease renewals, increases in rent or changes to original lease terms

  • Tracks annual certification dates, alerts ACCS HC when due, and maintains copies of completed resident annual certification packets (and forwards to subsidy administering agency as appropriate)

  • Reviews, prepares and submits landlord rent increase requests to Housing Authority

  • Receives and processes resident charge appeal and rent deduction requests, strategize with ACCS HCs and Teams ways in which resident and subsidy debt issues can be resolved, and tracks lease violations requiring a 30 day notice

  • Communicates resident charges, landlord payments, Housing Assistance Payments, and resident moves to Bay Cove's Rep-Payee and Accounts Payable Department

  • Coordinate with ACCS HCs and/or the MH Quality Department to ensure DMH licensing deficiencies and failed housing authority inspections are tracked, followed up on and corrected

  • Assists with and prepares for program audits, HUD annual progress reports (APR), and HUD renewal applications

  • Maintain a detailed database of all residential programs and scattered site independent apartments; Reporting on movement and changes to appropriate stakeholders monthly and as requested

  • Complete other duties and tasks as assigned by supervisor



Requirements for the Position:



  • BA Required and 3 to 5 years of experience in housing subsidy administration

  • Previous knowledge of housing authority agencies

  • At least one year experience working in human services and supervisor experience

  • Strong commitment to the right of each Person with mental health challenges to live in community residences, to work in market jobs, and to have access to helpful, adequate, competent, and continuous supports and services of their own choosing

  • Demonstrated commitment to housing as an essential right for all persons

  • High degree of personal organization, attention to detail, and time management skills

  • Proficiency in word processing and other computer functions using Windows, Word, and Google Email and Apps

  • Bilingual candidates encouraged to apply
