SUMMARY OF DUTIES
Thurston County is seeking a highly motivated and qualified individual for the position of Quality Improvement Program Manager (QIM).
The incumbent, under direction supervision of the Emergency Services Director, is responsible for building a robust quality management system using science base improvements for healthcare. This position will engage stakeholders and help foster transparency and continued analysis and improvement of Thurston County Medic One system. This role is responsible for building and tracking of quality metrics using statistical analysis and proven quality management techniques for meaningful change. The QIM will also be responsible for managing performance dashboards and tracking of metrics with reporting to the stakeholder group and county.

Essential functions may include, but are not limited to, the following:  
  • Working with the leadership team to: 
    1. Identify key performance indicators and facilitating the creation of a statistical process control chart dashboard to track and monitoring performance 
    2. Charter and execute performance improvement projects using improvement science principles to produce measurable and meaningful improvements. 
  • Collaborating with Program Managers and Medic One IT staff on In-Vehicle Data System, including researching available systems, performing cost analysis, and making recommendations on purchase. 
  • Attending meetings, conferences, and staff committees and provide recommendations for improving data collection, analysis and displaying/reporting data. 
  • Developing a system-wide approach to cardiac arrest reviews, including case identification, chart review (BLS and ALS), audio file acquisition and review, treatment review, protocol review, timely provider feedback, and system-wide improvement suggestions presented to Medic One staff for implementation.

QUALIFICATIONS
  • Bachelor?s degree in a field closely related to the specific position. Additional experience may be substituted for education on a year for year basis.
  • Six (6) years of progressively responsible experience related to public program and policy development at a regional level, including experience working with elected officials.
  • Demonstrated competence in the principles and practices of public policy development and administration.  Must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.
  • Current Washington State Driver?s License or have requested and obtained an appropriate accommodation.
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.
  • Depending upon the area of assignment, a specialized certification or accreditation may be required of the position.

DESIRED SKILLS
  • Master?s degree in healthcare administration, public health, business, improvement science, organizational leadership, or another related field preferred
  • Two (2) years of supervisory and management experience
  • Experience with Power BI, SQL, Tableau, or QI Macros
  • Experience in data collection and/or analysis
  • Experience with PDSA  (Plan-Do-Study-Act) charters and trackin Institution of Healthcare Improvement (IHI) coursework completion 
  • Ability to create innovative programs and projects in response to community needs.
  • Ability to communicate effectively with individuals and groups regarding complex or controversial public policy issues or service.
  • Strong business leadership and management skills.
  • Excellent communication skills, both verbal and written.
  • Strong project management, organizational and prioritization skills.
  • Strong critical thinking skills focused on identifying organizational challenges and opportunities, along with the ability to implement appropriate solutions.
  • Ability to establish and maintain effective working relations with elected officials, staff, and the community.
  • Ability to quickly assess problems and act to positively resolve conflicts and coordinate efforts to the satisfaction of consultants, contractors and the public.
  • Ability to interpret and apply policies, regulations and laws to complex issues.
