Position Summary:

The Lead Inspector reviews and analyzes business processes, procedures, systems and performance of core functional activities for Inspections Services, as assigned. The Lead Inspector assures that the quality of functional activities performed by Housing Choice Inspections staff comply with policies and operational procedures, and achieve defined performance goals. The Lead Inspector must be able to troubleshoot and resolve problems with minimal supervision. The Lead Inspector also acts as a liaison between Housing Choice and other teams within the Real Estate Group. The Lead Inspector assists Manager, Housing Choice Inspections in the development and implementation of staff training. 

Essential Duties and Responsibilities:

  • Schedules and conducts Quality Control activities as assigned, including Quality Control of Initial, Annual and Special Inspections, plus High Performing units that do not require an initial inspection.
  • Generates Quality Control Deficiency Reports, analyzes the results and makes training recommendations/solutions.
  • Schedules and performs Multi-family Property Assessment Inspections for those properties currently or wishing to do business with Atlanta Housing. Analyzes and submits findings with accuracy and efficiency, using reports and scoring methods for each type of property they have assessed. Also, works with properties that do not meet Atlanta Housing’s requirement to participate on the Housing Choice Voucher Program, assisting them with becoming compliant by providing suggestions and reports related to deficiencies.
  • Through partnership with the Real Estate Group, schedules and performs Annual/Bi-Annual HomeFlex inspections (Project Based) using the HUD UPCS model for assessment. Submits report of findings, with scoring, timely and accurately for all scheduled properties, on a yearly basis.
  • Investigates and analyzes operational problems; problem solves and develops resolutions and project plans; manages implementation of project plans and conducts ongoing monitoring and analysis.
  • Works collaboratively with manager and data analysts in reviewing trends and analyzing quality of work performance. Presents findings and develops analytics showing trends for Management review.
  • Assists managers in the Inspections Services Team in developing and updating departmental procedures.
  • Works closely with Manager, Housing Choice Inspections to provide performance feedback to Housing Choice Inspections staff.
  • Assists Manager, Housing Choice Inspections and Manager, Inspection Services with yearly Inspections staff training and development.
  • Participates in the Property Owner Briefings as assigned, giving accurate overview of Atlanta Housing’s Enhanced Inspections process and is able to answer questions from new property owners coming onto the Housing Choice Voucher program.
  • Performs all other duties as assigned within the department, including collaborative efforts with other departments or partners of Atlanta Housing.
Knowledge and Skill Requirements:
  • Excellent written and verbal skills.
  • Excellent knowledge of all Microsoft Office, including Word, Excel, and PowerPoint.
  • Must become efficient in Atlanta Housing’s proprietary software (Yardi Voyager) within 60 days of hire date.
  • Must be able to generate reports, compile and articulately present findings to all levels of management.
  • Strong organizational skills are required to assure that appointments and reporting SLAs are met.
  • Must exhibit advanced knowledge of company initiatives, including Move To Work Program within 120 days of hire date.
  • Must be a self-starter that can perform tasks with minimal supervision.
  • Will require successful completion of AH’s in house certification program within 60 days of hire and all other Human Resources related training as requested.
Education and Experience:

College degree from an accredited college or university preferred OR the equivalent combination of experience and knowledge of specialized principles or techniques equivalent to those that would normally be obtained through a formal academic program. A minimum of five years’ experience in assigned core functional area. This applicant must demonstrate a high level of proficiency in use of current office technology and software application(s) including MicroSoft Office Products including Excel, required. Knowledge of Yardi Voyager is a plus but not required.

An equivalent combination of education, training, and experience that provides the required knowledge and abilities will be considered.

NOTE: Lead Inspector working in the Customer Services Inspections group should be extremely knowledgeable in the field of home inspections. Incumbent must possess active certification from the National Association of Certified Home Inspectors (NACHI) or comparable real estate inspections industry group, as approved by AHA. Must have knowledge and certification of HUDs UPCS Inspections model (or must be willing to certify within 12 months of hire date). Working knowledge of state and local housing and building code requirements is required. Related inspection experience (private home inspections, code enforcement, other Public Housing Authority) required. Experience of building construction methods and/or maintenance practices required. Mold/mildew training preferred but not required. Requires successful completion of AHA’s in house certification program within 60 days of hire.

Working Conditions:

Works in an office environment and/or regularly at an offsite location(s); may require work in inclement weather; requires regular bending, stooping, and reaching; may require lifting usually not exceeding 20 lbs.; must have a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List.”
