Clean Energy Protect Coordinator

The Department of Energy Resources' (DOER) mission is to create a clean, affordable, equitable and resilient energy future for all residents, including low-income and Environmental Justice populations, businesses, communities, and institutions in the Commonwealth. To meet these objectives, DOER develops and implements policies and programs to ensure the adequacy, security, diversity, and cost-effectiveness of the Commonwealth's energy supply. DOER is committed to working to promote energy programs and policies that are developed and implemented to ensure environmental justice among all the Commonwealth's citizens, communities, businesses, and institutions.

The Clean Energy Project Coordinator will manage the tracking, logistics and reporting related to the Energy Efficiency Conservation Block Grant (EECBG) program made available to municipalities through the Infrastructure Investment and Jobs Act (IIJA) on behalf of DOER. The Coordinator will serve as the point of contact for municipalities for administering the sub-grant program and will be responsible for tracking and reporting on all EECBG grant activities. The Coordinator will also manage contracts with consultants tasked with creating and updating model zoning bylaws related to battery energy storage and solar.

Core Responsibilities include but are not limited to:

Under the provisions of the EECBG program, DOER's Green Communities Division is tasked with allocating up to $2.1 million as subgrants to municipalities with population less than 35,000. DOER estimates awarding between 35 and 50 subgrants. In addition, DOER intends to engage with a consultant to assist with the develop of model solar and storage bylaws for municipalities. The Clean Energy Project Coordinator would be tasked with all aspects of the sub-granting process including:

  • Developing and disseminating sub-granting materials
  • Intake and review of sub-grant applications
  • Awarding 35-50 sub-grant contracts to municipalities
  • Ensuring sub-grantees adhere to EECBG reporting requirements
  • Monitoring progress of grant-funded project implementation
  • Project close-out, including site visits to sub-grantees to confirm project was completed
  • Assembling materials required for DOE reporting
  • Coordinating required reporting responsibilities associated with the receipt of federal funds with program staff, legal and fiscal division
  • Promoting a strong and collaborative team culture
  • Other duties, as assigned

The Coordinator will also manage the consulting contract(s) with solar PV and battery electric storage siting and permitting experts.

  • Knowledge and understanding of federal funds and grant making


  • Strong organization skills
  • Strong written and verbal communication skills
  • Experience managing complex projects with multiple deadlines
  • Ability to work with diverse groups of stakeholders

Important note: This position is currently set up as a term-limited full-time employee (FTE) position through October 2026.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
