Position Overview

Starting Salary Range is $55,713 -$64,072. The initial salary offer is commensurate with education and related work experience.

This position provides leadership, management, and supervision for the operations of the Shipping and Receiving Department. This position manages all aspects and functions of the District's Surplus Property Program and is responsible for conducting online/live public sales/auctions. The incumbent reconciles and tracks all property sold and/or destroyed. Captures, tracks, and enters Capital Assets in the Fixed Asset database upon receipt and updates the removal of assets upon sale or disposal. Works with the Finance and Purchasing Departments to continually maintain accurate fixed asset inventory. This position is responsible for managing, configuring, and programming the SCLogic Intra Package Tracking System and updating it as needed to optimize functionality. The incumbent works with, meets, and collaborates closely with the Purchasing and Finance Department to enhance the procurement process for the college. The incumbent explores new opportunities and continually strives to research, develop, recommend, and implement best practices in the logistics and surplus management fields. This position works directly with the campus community, as well as the general public and industry partners. The incumbent manages the district paper supply warehouse and explores expansion opportunities to include other commonly purchased items that meet best-value guidelines.


Essential Duties & Responsibilities

Shipping & Receiving-

  • Provide leadership, management, and supervision for the Shipping & Receiving department
  • Oversee day-to-day warehouse operations; supervise, direct and delegate assignments to full-time and part time employees
  • Serve as Hiring Manager to fill vacancies
  • Negotiate contracts and rates with carriers and logistics providers to secure cost-effective shipping solutions
  • Coordinate with other departments to prioritize shipments and ensure customer satisfaction
  • Develop, plan and manage annual department budget
  • Act as software program administrator to manage the SCLogic Intra comprehensive package tracking software system; configure, modify, and program software to match department workflow and enhance functionality
  • Design, optimize and run reports and inquiries to measure goals, effectiveness and department efficiency
  • Strategize, manage and oversee special projects
  • Provide oversight and decision-making authority to resolve delivery conflicts/disputes with carriers and vendors
  • Conduct regular safety trainings; establish safe practices and foster a safe work environment
  • Ensures the safekeeping of equipment and materials that are received and stored; trains employees on care, preservation, and use of warehouse handling equipment
  • Streamline processes to improve functionality and efficiency
  • Support other departments as needed and assist with the procurement process
  • Meet with Purchasing Department regularly to ensure smooth procurement processes and develop strategies and initiatives when opportunities arise
Forklift-
  • Develop, establish, and implement forklift safety and certification program
  • Provide training, re-training, and certification for forklift operators and similar machinery per OSHA and industry standards
  • Investigate accidents/near-misses and enforce policies and procedures
  • Maintain forklift operation records as required
  • Oversee propane bottle and storage cage rental agreement and order propane fuel as needed
Surplus Property Manager-
  • Has the delegated authority to sell, transfer, recycle, reuse, and repurpose assets deemed to be surplus in accordance with all laws, statutes, codes, and Board Policies
  • Identify surplus assets within the organization and assess their condition, value, and potential for reuse or resale
  • Develop, manage and oversee a comprehensive Surplus Property Program
  • Determines the disposition of surplus property and maintains a repository for safekeeping
  • Manage internal reallocation process of surplus assets and establishes guidelines and procedures for equitable redistribution
  • Manage and conduct online and live public auctions/sales
  • Explore, seek, and recommend new methods for sale and disposal of surplus assets that serve the best interest of the District
  • Update fixed asset database upon the sale/disposal of trackable assets and communicate the removal of assets with the Finance Department
  • Negotiate contracts and manage accounts with industry partners
  • Communicate and provide regular sales reports to the Finance department as required
  • Work and communicate with the college community, industry partners and members of the general public
  • Keep accurate records
Fixed Assets-
  • Work with the Purchasing and Finance Departments to identify and capture incoming capital assets; tag assets and enter into the college fixed asset database
  • Conduct special inventories if needed and deemed necessary by Leadership
  • Upon sale or disposal of trackable assets, ensure assets are updated in the database properly and in a timely manner
Paper Supply Warehouse-
  • Negotiate contracts with suppliers for bulk purchases
  • Manage internal supply warehouse
  • Seek cost saving and best value solutions
  • Investigate, explore, recommend, and implement the expansion of the Supply Warehouse to include other commonly purchased items
  • Place bulk orders and maintain adequate supply and inventory
  • Assist with the creation of an internal billing system and communicate sales records monthly with Finance Department and affected departments
Contract Fleet Copiers-
  • Order, maintain supply inventory, and provide toner, staples, and waste bottles for all fleet copiers
  • Order, maintain supply inventory, and provide copy paper designated for fleet copiers

Additional Duties & Responsibilities

  • Maintain accounts with UPS and other carriers and initiate payment for outstanding invoices
  • Ship and receive packages and freight
  • Perform other duties as assigned

Minimum Education, Experience, Knowledge, Skills & Abilities

  • Internal candidates only - Must be a current full-time or part-time employee of Lee College
  • Associate's (or higher) Degree
  • Five (5) years of related work experience; preferably in shipping & receiving/warehouse operations
  • Three (3) years of forklift operator experience; Forklift Certified Training Instructor Preferred
  • Must have a valid driver's license and clear driving record
  • Must have demonstrated recordkeeping skills, as well as good interpersonal skills
  • Knowledge of modern office practices, procedures, and equipment, including PCs and their operations
  • Must be able to establish and maintain cooperative working relationships and provide supervisory direction/coordination of all department functions with department staff
  • Must be able to lift, carry, pull, and push objects or loads of fifty (50) pounds or more
  • Must be able to stand for extended periods of time
  • Must be able to work from heights
  • Must be able to ascend and descend a ladder
  • Must be able to perform work with speed and accuracy
  • Must be able to work evenings and weekends as needed
