PURPOSE:


This position will drive change in behaviors toward Health and Safety in order to promote a world class safety culture. They will actively lead and participate in the execution of the plant's safety initiatives and maintain compliance with Federal, State and local regulations. Manage compliance with safety regulations and laws including Process Safety Management, Risk Management, Emergency Planning, and OSHA regulations. This position is an experienced hands-on leader with refinery or chemical company experience. This position reports to the plant manager in support of operations, engineering, maintenance and administrative department leaders, senior company management, corporate attorneys, health and safety peers in the industry, hourly and other management employees. Responsible for managing plant Safety Technicians.



KEY OBJECTIVES AND RESPONSIBILITIES:



  • Areas of responsibility will include, but is not limited to, national and international regulatory compliance, health and safety awareness programs, SDS, occupational health, safety training, drug testing programs, worker's compensation and case management, loss prevention, OSHA compliance testing, recordkeeping and audit functions

  • Work closely with line management, quality, training and HR to ensure the effective use and implementation of CBT based and site safety programs

  • Oversee company personnel on proper planning of job activities and equipment usage to ensure a safe work environment

  • Perform audits to assist in the identification and elimination of unsafe conditions and behaviors

  • Ensure health and safety regulatory compliance through effective recordkeeping, training and overall compliance with developed programs

  • Insure internal and external health and safety audits are conducted on a consistent schedule

  • Receive incident reports; coordinate investigations; provide initial and follow-up reports as required

  • Develop and deliver employee training on HSE specific topics

  • Respond to client health and safety requests, interact with clients and develop project specific plans

  • Prepare reports and track metrics

  • Ensure employees are medically treated as needed; follow up with corporate HR and medical services to monitor recovery progress and return to duty release

  • Represent the organization in community or industry safety groups and programs

  • Conduct worksite audits and inspections to ensure compliance with all Calumet and Refinery Safety Programs, as well as applicable government and industry regulations

  • Conduct incident and accident investigations and train others in this discipline

  • Support and maintain Emergency Response plans and provide technical support for emergencies, drills, and liability assessments

  • Provide facility support for MOCs, safety statistics, incident investigations, and technical support for Start Ups/Shut downs/Turnarounds

  • Support and maintain safety compliance, inspections, and audits



REQUIRED EDUCATION/EXPERIENCES:



  • BS/BA in related field OR equivalent related experience considered in lieu of degree

  • Professional safety certification (CSP, ASP, OSHA, etc.) or ability to achieve certification

  • 10+ years of safety experience with 5+ in the refinery/petrochemical/chemical industry required.



COMPETENCIES:



  • Excellent oral and written communication and interpersonal interaction skills; ability to speak effectively before large group of people

  • Proficiency with MS office software

  • Strong organizational and time management skills with the ability to work in a deadline driven environment

  • Exhibits flexibility and ability to work in a team environment
