We are actively recruiting for a Contracts Specialist III for our Middletown, CT facility. The ideal candidate will have prior experience as part of a defense/aerospace contracts team. This is a great opportunity to learn and grow your career with the best Contracts team in the business.


Essential Duties and Responsibilities


  • Work under the general direction of the Contracts Manager with a minimum of supervision.
  • Responsible for administering, extending, terminating, and negotiating contracts of high dollar value and technical complexity with various government agencies, federal contracting firms as well as commercial domestic and foreign contractors both domestically and internationally.
  • Coordinates proposal preparation and leads contract negotiations, contract administration and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • Understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), International Traffic Arms Regulations, and general understanding of other governing documents such as Military Standards and Specifications.
  • General experience in working with the International Community with knowledge of Technical Assistance Agreements, Export Licenses, and international shipping terms.

Duties include, but are not limited to, the following:

  • Works with Program Management and Proposals team to establish a proposal win strategy.
  • Submits proposals and negotiates customer prices, schedules, terms, and conditions for assigned projects, ensuring that terms are fair and acceptable to company management.
  • Supports Program Management and Proposals team in developing proposal packages and supporting documentation to support negotiations with Government and commercial customers. Be capable of justifying labor rates, burdens and material estimates while in negotiations.
  • Active involvement in Contract Administration throughout the program by being an active and engaged member of the Integrated Program Team. Expectations of team membership include assisting the team in ensuring on time/on budget deliveries on both hard and soft deliverables. Issues sales orders that describe work to be performed, delivery schedules, any unusual terms or conditions of the contract and assigns responsibility within the company.
  • Evaluates contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations. Maintains communications with internal and external customers to ensure timely contract execution by the parties.
  • Ensures final contract documents are consistent with agreements reached at negotiations.
  • Works with Program Manager to manage the Accounts Receivable accounts for the assigned orders, corresponding with customers, pursuing past dues receivables through collection, and reporting to management the status of collections.
  • Prepares periodic reports showing proposal and contractual activity, including any significant and/or outstanding contractual matters, to keep management fully informed of progress. Maintains knowledge of current and anticipated procurement needs and regulations through contacts in various government agencies, customer contacts and government or trade journals.
  • Provides leadership and/or assistance in a multitude of internal and external audits including, but not limited to, Price and Cost audits to AS9100 audits.
  • Ability to manage all contract types inclusive but not limited to FFP, CPFF, CPIF and T&M.
  • Excellent command of contracting from inception to closure with developing areas of expertise in specific areas.
  • Working knowledge of ERP Systems and their associated workflows, implementation, and cross-functional purposes.

Qualifications


  • Bachelor’s degree in a business or financial discipline required.
  • 10+ years of related experience in contracts administration in a federal and/or aerospace contracting environment or previous customer service experience is required.
  • Experience should be in both U.S. Government military and/or commercial contracting.
  • Have a keen eye for detail.
  • Posses the ability to take initiative to identify issues or areas for improvement and provide support in developing solutions.
  • Have a desire to learn and develop skills to obtain further career progression in Contracts administration and management.
