JOB SUMMARY

Responsible for delivering formal and hands-on industrial maintenance training for the Sewer District. Works with the technical training team and other stakeholders to develop and instruct training program materials for novice, intermediate and advanced Sewer District tradespersons. Responsible for supervising trainees during specified training periods. Conducts continuing education courses for apprentices and Sewer District tradespersons. Organizes and prepares reports and records of all training activities. Maintains records of industrial maintenance training. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

Industrial Maintenance Training

- Establishes training objectives, develops training program materials and conducts hands-on training for utility maintenance personnel (apprentices), full craft maintenance employees and other Sewer District employees as part of the organization's maintenance training & continuing education programs.

- Facilitates continuing education courses for apprentices and tradesperson employees.

- Assigns trainees to execute troubleshooting. Observes methods used to complete a task and provides instructive feedback to identify errors and effective methodologies to successfully complete the tasks.

- Conducts orientation for new apprentices. Introduces apprentices to the facility and provides an overview of the trade's maintenance department, the training program and the job duties and responsibilities of the program apprentices.

- Coordinates on-the-job training (OJT) activities and formal classroom training. Provides tutoring to specific individuals on an as needed basis. Instructs others on proper adjustment and operation of a variety of testing instruments. Assists in identifying performance measures and evaluation of apprentice performance.

ADDITIONAL TRAINING RESPONSIBILITIES BY AREA OF EXPERTISE

- Electrical: Installing, troubleshooting, analyzing, repairing, maintaining and calibrating electrical, pneumatic, hydraulic, electronic and microprocessor-based equipment, motor control centers, motor starters, controls loops, generators, high voltage substations, transformers, switchgear and other related equipment; calibration and minor fabrication; preventive and predictive maintenance programs; specific maintenance systems operating and maintenance procedures.

- Instrumentation: Blueprint reading, turbines, installation, maintenance, and repair of electronic, pneumatic, hydraulic, electrical, mechanical, and other recording, telemetering and instrumentation devices and equipment, motor control centers, motor starters, controls loops, generators, high voltage substations, transformers, switchgear and other related equipment.

- Mechanical: Blueprint reading, pipefitting, welding, rigging, vibrations analysis/shaft alignment, centrifugal pumps, turbines, hydraulics, pneumatics, mechanical and basic electrical troubleshooting, and boilers with an emphasis on hands-on training.

Technical Training Needs

- Works with the technical training team and stakeholders for the creation, development, revision and evaluation of technical training needs.

- Defines learning objectives and identifies resources to meet those objectives. Develops and organizes training materials into a logical sequence and presentation format.

- Evaluates training to ensure understanding through testing. Adjusts materials and training as needed.

- Develops OJT curricula and identifies resources for the maintenance training program. Ensures consistent execution of OJT training program.

- Participates in interviewing, identifying and reviewing selection assessments/tests. Conducts test proctoring necessary to evaluate apprentices at various intervals to determine that apprentices possess the appropriate level of knowledge, skills and abilities. May participate in identifying educational and training programs for employees to complete. Consults with the training manager when specific training needs are identified.

- Designs and executes Maintenance Effectiveness Reviews (MERs) for apprentices.

- Maintains reports and records of all industrial maintenance training activities including assessment results, education background and job performance results.

Management and Supervision

- Supervises and directs maintenance personnel at the Sewer District training center during specified training periods.

- Coaches, mentors and manages trainee performance while at the training center.

- Assesses trainee performance by providing constructive feedback, documenting discipline issues and providing additional training as needed.

- Participates in grievance or disciplinary hearings as needed.

- Observes safe work practices and ensures that work performed aligns with organizational best practices and in compliance with Public Employment Risk Reduction Program (PERRP) regulations.

- Maintains a current level of knowledge of new trends or industry practices in industrial and preventative maintenance and wastewater treatment/collection system operation and maintenance. Participates in professional organizations, attends seminars and keeps abreast of information from vendors and organizational sources to incorporate new information into organizational training curricula.

- Works with Operation & Maintenance (O&M) and Health & Safety (H&S) departments on the maintenance of safety policies and procedures as it relates to plant maintenance.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a high school diploma, GED or equivalent and completed sufficient coursework in industrial maintenance in the area of expertise.

- Advanced education in fields related to the job (electrical, mechanical, electronic, pneumatic systems, hydraulic controls) is preferred.

EXPERIENCE

- Candidate must possess five (5) years of professional work experience in Industrial Maintenance performing hands-on mechanical, electrical or instrumentation (based on instructor position) installation, troubleshooting, repair, calibration and maintenance of industrial electronic control systems. Relevance of experience will be determined based on similar equipment, procedures and job functions as determined by the Sewer District. Additional related education may be substituted for work experience.

- Candidates possessing experience in training facilitation or delivering on-the-job technical training preferred.

- Working knowledge of an industrial plant environment is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Post-high school certification in instruction, facilitation or training is preferred.

- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess knowledge of trade specialty craft:

- Knowledge of mechanical principles including installing, modifying, repairing, and maintaining various mechanical, pneumatic, hydraulic and electrical equipment/machinery. Candidate must possess considerable knowledge of the approved methods, practices, code requirements and safety standards, including equipment, tools, and materials of the trade.

- Candidate must have the ability to use engineering drawings, schematics and service manuals to troubleshoot, install and repair equipment. Ability to maintain records and report on work accomplished. Skill in the use of electrical equipment and tools.

- Candidate must be able to successfully perform general math calculations and have strong calculation skills.

- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

- Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

- Candidate must possess negotiation and problem-solving skills to address issues and opportunities for improvement.

- Candidate must be proficient in Microsoft Office Suite including Word, Excel, Outlook and PowerPoint.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to analyze, comprehend, coordinate, make decisions, interact, interpret, negotiate, organize, problem solve and complete tasks. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed such as standing, talking, walking, typing, driving and sitting. Ability to lift up to 40 lbs. on a continuous basis is required. Fine manipulation with both hands is required on a continuous basis. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. This position may be intermittently subject to extremely loud noises. The employee may be exposed to extreme cold, extreme heat and work around large machinery frequently.

Pay Range: USD, Commensurate with Experience
