Pay Rate: $100000 to $120000 Per Year.

Position Purpose:

Reporting to and assisting the Senior Director of Operations to position the Division for optimal performance in accordance with Corporate business objectives.

Responsible for managing, coordinating, implementing, executing, checking, and completing all T&D related functions in Rockland, Orange, and Putnam counties. Manage Departments in line with the company's strategy, commitments, and objectives in compliance with applicable company policies/procedures, regulations, and laws. Ensures that both Company and governmental requirements and environmental standards are consistently met. This position is also responsible for the Vehicle Fleets and the Central Service Bureau in Rockland. This position requires professionalism and independent judgement, and the ability to manage staff in a union environment.

This position is also responsible for the T&D workforce management practices and oversight of methods of work order generation for dispatching T&D personnel for preventative maintenance, reactive maintenance, and customer issues. The mobile workforce deployed under these includes 34 field employees in Rockland, Orange, and Putnam counties.

Travel as needed to direct the workforce in Rockland, Orange, and Putnam counties. Periodic travel may be required as needed to support other NY Division service areas (<5%).

Primary Duties/Responsibilities:

  • Direct workforce to accomplish daily operations, maintenance, and construction activities such as installing, maintaining, repairing and improvements of mains, hydrants, valves, and services.
  • Setting procedure and ensuring compliance for construction and distribution personnel within the service territory.
  • Oversee Contractor work in the T&D space including Contract adherence, capturing time and materials for contractors, reviewing invoicing for repairs/installation and paving, and reporting capital blanket progress to management.
  • Optimizing internal labor efforts vs Contractor utilization and spend.
  • Manage OPEX and CAPEX budgets as required to maintain continuity of service for customers and improve system performance.
  • Implement emergency response for repairs on 24-hour basis and for scheduling personnel to be available for response.
  • Coordinate with other departments to schedule installations, extensions, preventative and corrective maintenance.
  • Collaborate with customers, outside contractors or any other City, County or Government Agencies as appropriate.
  • Perform daily field reports, daily crew attendance, sick leave monitoring, overtime monitoring, accounts payable and receivable, and vacation scheduling.
  • Develop and continuously improve Standard Operating Procedures (SOP's) and KPIs.
  • Implement and update, as appropriate, new hire training process in areas of responsibility.
  • Working with operations management team, ensure required levels of service are met and key performance indicators (KPI) remain current and complete. This includes workforce deployment and optimization to execute preventative and reactive maintenance work orders.
Qualifications

Education/Experience/Background:

  • A minimum of 5 - 7 years of related experience required.
  • Experience in water and/or wastewater utility management is desirable.
  • High School Diploma/GED required.
  • Bachelor's degree in civil / environmental engineering desirable.
  • Prior asset management experience is also desired.

Knowledge/Skills/Abilities:

  • Understands the various regulations, including water quality, Environmental, H&S, service standards, and permit compliance. Ensures that the Company is in compliance with all regulations, service standards and permits at all times. Balances various resources to ensure compliance.
  • Requires superior change management, interpersonal and communication skills and the ability to develop and maintain good working relationships internally (management / bargaining group) as well as externally (local, county, state agencies) etc.
  • Capable of shifting priorities frequently and effectively under pressure.
  • Ability to prioritize and work simultaneously on several projects.
  • Knowledge of water utility operations, maintenance, and construction practices.
  • Familiarity with regulatory compliance and related safety practices.
  • Ability to negotiate with contractors, vendors.
  • Ability to work on emergency stand-by (Emergency Supervisor).
  • Proficient Computer Skills including MS Office Suite, Customer Information Systems (CIS), Computerized Maintenance Management Systems (CMMS), Geographical Information Systems (GIS), and cloud-based applications for mobile asset and workforce management.
  • Excellent Communications Skills both verbal and written. Ability to communicate clearly.
  • Strong interpersonal skills and the ability to motivate a team to achieve stated goals.
  • Strong organizational skills; task and goal oriented.
  • Proficient Leadership Skills including decision making and planning skills.
  • Demonstrated ability to problem solve technical issues.

  • Familiarity with water distribution system layout and design.
  • Familiarity with groundwater and surface water production facility layout, design, and operation.
  • Ability to consolidate information to support development of capital plans and operational cost scenarios to support recommendations for maintenance practices.
  • Ability to work closely with consultants and contractors as needed.
  • Walking on uneven terrain; climbing hills and stairs; moderate lifting up to 25 pounds; sit for long periods at a time.
  • Must be able to read complex reports and engineering drawings and specifications. Write detailed reports and prepare presentations.

Required Certification/Licenses/Training:

  • NYS Water System Operator IA-IB-C-D or ability to obtain within one year.
  • NYS Wastewater Operator Grade 2A preferred.
  • NYS 5A Commercial Pesticide Applicator or ability to obtain within one year.

Physical Requirements:

  • Physical: Walking on uneven terrain; climbing hills and stairs; moderate lifting up to 25 pounds; sit for long periods at a time.
  • Sensory: Must be able to see clearly and hear warning devices and alarms. Must be able to smell for dangerous conditions such as sewer gases and chlorine.
