General Responsibilities / Job Summary:

The Community Reinvestment Act (CRA) and Fair Lending Officer is responsible for the successful implementation and oversight of the Bank's CRA and Fair Lending Compliance Programs, including collaborating and strategizing with lending personnel and community organizations to ensure that the Bank is appropriately responsive to the banking needs of low- and moderate-income individuals and communities within its markets.

Essential Functions/Duties:

  3. Promote and ensure the development and maintenance of relationships with community organizations and outreach partners, particularly in minority and low- and moderate- income communities, independently and in collaboration with Community Lending Officers and Regional Presidents across the Bank's market areas.
  4. Partner with appropriate business line managers to identify risks, implement new policies and procedures, participate in new product development and provide input regarding CRA and Fair Lending compliance concerns relevant to proposed and current products and services offered by the Bank.
  5. Collaborate with the Marketing Department to increase awareness of the Bank and its products within minority communities and low- and moderate- income areas across the Bank's markets.
  6. Deliver CRA and Fair Lending training sessions for appropriate Bank personnel.
  7. Perform annual Fair Lending Risk Assessment.
  8. Prepare periodic CRA and Fair Lending reports for executive management and the Board of Directors.
  9. Assist commercial bankers in identifying community development loans.
  10. Collaborate with the Human Resources Department and regional business leadership to ensure all qualifying CRA activities are identified.
  11. Respond to inquiries and provide information as appropriate to regulatory agencies regarding CRA and Fair Lending matters.
  12. Maintain polices/procedures related to Fair Lending and CRA.
  13. Maintain the Bank's public file and handling CRA related public comments.
  14. Chair the Bank's Management CRA/Fair Lending committee and the quarterly CRA data, fair lending, and redlining reports.
  15. Other duties as assigned.


Requirements:

Minimum Qualifications:

Education/Training: Bachelors Degree or related experience.

Knowledge/Skills/Abilities:

  • Working knowledge of CRA and Fair Lending laws and regulations.
  • Excellent verbal and written communication skills, including report development/group presentation skills.
  • Excellent analytical skills, with experience conducting and understanding data/statistical analyses.
  • Ability to effectively train and instruct.
  • Excellent interpersonal and customer service skills.
  • Superior organizational skills and strong attention to detail.
  • Excellent time management skills with proven ability to meet deadlines.
  • Ability to work effectively with departments throughout the organization in a fast-paced, constantly changing environment.
  • Proficient with Microsoft Office Suite and related software.
  • Prefer experience with specialized Fair Lending/CRA software and analytic tools.

Experience: Minimum of three (3) years of financial institutions consumer compliance experience, including preferred experience in Fair Lending.

Physical and Mental Job Requirements:

  • Must be able to verbally communicate instructions and information clearly, concisely, and accurately to our clients and other employees.
  • Must be able to read and comprehend sometimes complex schedules and details to process correspondence accurately, while providing exceptional client service.
  • Manual dexterity for the functional operation of office equipment, computer terminal, and other office equipment.
  • Must have visual acuity required to work at a computer terminal.
  • Must have the ability to perform activities such as prepare and analyze data and figures, view computer screen, extensive reading, and report preparation.
  • Mobility enough to coordinate activities in the department and ability to lift up to 50 pounds may be required.

Working Conditions:

This job operates in a professional office environment. This role routinely uses standard office equipment, such as computers, printers/copiers, phones, and postage meters.
