The Manager, Proposal Development is responsible for managing the production efforts (print and digital) for complex, large-scale Medicaid proposals from Request for Proposal (RFP) release to proposal submission. This includes coordinating the proposal printing, assembly, file creation and uploading, quality assurance, packaging, and shipment.

The Manager, Proposal Development will partner and collaborate with key stakeholders in various areas of and levels within the company, including close collaboration with the Proposal Director during live bids, to ensure that proposals are submitted in compliance with the requirements of the RFP and produced to the highest quality standards.

Primary Responsibilities:

  • Manage and execute the proposal production for assigned RFPs in accordance with the established project process
  • Analyze RFP documents to identify and document specific proposal production requirements and participate in meetings to ensure appropriate production strategies are in place and fully compliant with all production requirements for a given opportunity
  • Create proposal templates in Word to address requirements specific to each RFP
  • Provide support for formatting and issues related to Word and Acrobat, as well as general support in navigating a defined graphics process as needed
  • Format and digitally produce drafts and completed proposal documents, customized attachments, and presentation materials
  • Organize, manage, and archive RFP and proposal documents and tools across multiple platforms during proposal development and upon proposal submission
  • Assist in creating accessible documents for readers with disabilities as needed, in compliance with Section 508 and WCAG
  • Lend support for design elements of proposals as needed
  • Participate in ongoing continuous improvement and standards of the proposal development process. Maintain process documentation
  • Foster and maintain close working relationships within both the proposal team, broader organization, and external vendors

Required Qualifications:

  • Experience in deadline-driven environment with concurrent priorities
  • RFP experience
  • Medicaid experience
  • Print or layout experience
  • Project or process management experience
  • Intermediate to advanced level proficiency in MS Office and Adobe Acrobat (Outlook, Word, Excel) including customization of Word templates or macros and document formatting skills
  • Willing or ability to work flexible and extended hours as proposal schedule requires
  • Willing or ability to travel up to 25% of time

Preferred Qualifications:

  • Experience in process improvement and/or process documentation
  • 508/WCAG compliance experience

California, Colorado, Connecticut, Hawaii, Nevada, New Jersey, New York, Rhode Island, or Washington Residents Only: The salary range for this role is $88,000 to $173,200 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
