Job Description Summary: This role will serve as the voice of the customer and translate customer needs into products and solutions that meet those needs. Leads the development and maintenance of the product system, its core benefits and other product components. Responsible for leading strategic, enterprise-wide implementations of new products or product enhancements that are critical to the retention of accounts, maintaining market relevancy, and responding to legislative and regulatory initiatives.

Works with the Enterprise Project Management Office to develop detailed scoping and other project related documents as required for the successful handoff of product design and requirements to the project team. A champion for leveraging product data to improve overall business effectiveness and an enhanced member experience.

Under minimal direction this role performs non-routine tasks, with direction only at the highest level and minimal to no guidance on how to complete them. There is a high level of decision-making authority impacting the whole company and a wide-degree of financial ownership, including ROI projections.

Job Description
  • Serves as the voice of the customer and translates customer needs into products and solutions that meet those needs.
  • Serves as the owner of the Blue KC product models, core benefits and other product components to ensure that each instance of a plan/product adheres to Blue KC business rules and State and Federal regulatory standards. Serves as the Subject Matter Expert (SME) for core benefits, product components, and programs both within Product Development and throughout the organization. Maintains knowledge and understanding of current and pending regulatory standards, basic rating principals, and Blue KC business practices to provide appropriate oversight for product platform/product guardrails and administration
  • Responsible for building a deep understanding of the scope, member impact, operational impact, and system integration points of any new product initiative and while driving and providing oversight to planning, requirements gathering and cost/resource estimate breakdowns. Serves as a liaison between Product Development, the Project Management Office, Business Design and IT. Responsible for creating deliverables and presentations that further team understanding of the implementation and proactively communicate with stakeholders to ensure awareness and mitigate for risks and issues
  • Evaluates product impact as the Product Subject Matter Expert (SME) for all enterprise-related product initiatives, such as the development of new benefits, product components, or product models such as new cost-sharing models, networks, coverage for a new service, member programs, etc.
  • Incorporates industry standards and best practices into the product delivery process to improve efficiency and effectiveness. Participates in the roll out of new processes or process improvements brought about by integration with the UPP. Provides presentations, training, and workshop coordination and other such efforts as needed. Monitors risks, issues and decisions related to product delivery and engages in resolution as appropriate.

Minimum Qualifications

  • Bachelor's degree from a college or university in business, information management, IT systems, health care administration, or related academic field.
  • 10 years of relevant experience, including at least 3 years of product management experience.
  • Experience with Blue KC customer segments, associated products and regulatory context
  • Moderate to thorough knowledge of benefits market: funding types, regulatory context, and medical benefit trends.
  • Experience in product development or product management regardless of industry
  • Working knowledge of Agile, human-centered design, or Lean methodologies

Preferred Qualifications

  • MBA or MHA
