General Position Description

Conti Federal is hiring a Site Safety and Health Officer (SSHO) to support remedial action projects at federal Superfund sites. The Site Safety and Health Officer (SSHO) reports to corporate management and is responsible for overseeing and ensuring implementation of Conti Federal's Safety, Health, and Environmental program, United States Army Corps of Engineers (USACE) EM385-1-1 Safety Requirements Manual, and federal, state, and local requirements on the project site.

In conjunction with the Project Superintendent, the SSHO is also responsible for the development, management, communication, implementation, and enforcement of approved site-specific safety plans including, but not limited to the Accident Prevention Plan (APP), the Site Safety and Health Plan (SSHP), and the Environmental Protection Plan (EPP). As an active member of the project team, the SSHO will provide coaching, mentorship, and thought leadership to bring about behavior that is both safe and productive.

Responsibilities

  • Be on site any time work is taking place.
  • Monitor weather conditions daily using a meteorological station.
  • Maintain safety reference materials on site, including Safety Data Sheets.
  • Conduct multiple daily site walks of all operations.
  • Ensure unsafe acts or conditions are identified and corrective actions are implemented.
  • Maintain a deficiency tracking system.
  • Complete and provide Daily Safety and Weekly Deficiency Logs to the Quality Control Manager.
  • Attend all pre-construction conferences, tail-gate meetings, and pre-work meetings to include preparatory meetings and periodic in-progress meetings.
  • Work with the Project Superintendent to deliver effective weekly safety toolbox meetings and attend daily pre-task safety meetings.
  • Develops and conducts ongoing evaluations of the site-specific safety plans and ensures they are current. This includes working with subcontractors to develop Activity Hazard Analyses (AHAs) and other safety plans.
  • Submit changes, revisions, or updates to site-specific safety plans to corporate management for approval; submit to client upon approval.
  • Ensure all project personnel comply with safety and occupational health requirements, including subcontractors and visitors.
  • Complete Field Safety Checklist prior to the start of construction activity.
  • Conduct daily safety and health inspections and complete Daily Safety Inspection Log.
  • Conduct and keep a record of site safety orientation and indoctrination training for all project personnel, including subcontractors.
  • Ensure visitors are given a safety briefing and are escorted, properly protected, and provided with and/or are wearing the appropriate personal protective equipment (PPE).
  • Maintain PPE inventory and provide to employees, where required.
  • Conduct or coordinate site-specific safety, health, and environmental training.
  • Ensure ambient air and personal air sampling is conducted as appropriate.
  • Ensure dust suppression practices are effective and are being utilized.
  • Conduct investigations and prepare reports on mishaps. Conduct root cause analyses and recommend corrective actions.
  • Inspect and approve all equipment and material is decontaminated prior to removal from the site.
  • In case of injuries, actively work with employees, occupational physicians, and site supervision to optimize care that minimizes the impacts to both the employee and to the company.

Required Qualifications

  • For Security Clearance Requirements - must be a US Citizen.
  • OSHA 40-Hour HAZWOPER Training
  • OSHA 8-Hour HAZWOPER Refresher valid within 1 year.
  • OSHA 30-Hour Construction Card valid within the past 5 years.
  • Currently certified as a First Aid/CPR Provider or Instructor.
  • A minimum of 24 hours of documented formal classroom or online safety and occupational health related training within the past 5 years. Note: OSHA 30 does not contribute to this requirement.
  • A minimum of 4 years of experience in implementing safety and health programs at hazardous waste sites where level C PPE was required.
  • Specific training in personal and respiratory protective equipment, and in the proper use of air monitoring instruments and air sampling methods.
  • Five (5) or more years of general or construction industry safety experience OR four (4) years plus a safety certification (e.g. certified safety professional), managing or implementing a safety and occupational health program on environmental remedial construction projects similar in industry type, size, and complexity, with safety monitoring of the following remedial construction tasks as described below:
  • Site remediation in a spatial tight site location, preferably adjacent to either a residential area or a public roadway
  • Experience in construction techniques and construction safety procedures, including tree cutting, grading, rock blasting, drilling, trenching, and deep excavations
  • Training in personal and respiratory protective equipment, confined space entry, and in the proper use of air monitoring instruments and air sampling methods
  • Excavation and stockpiling of contaminated soil
  • Stockpiling and loading of rock waste
  • Transportation and disposal of waste
  • Site restoration activities
  • The ideal candidate must also possess:

Physical Requirements

  • Must be able to traverse, climb, and inspect all areas of jobsite in all types of weather, including but not limited to confined spaces and work at heights; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling, stretching.
  • Must be able to lift 50 pounds at a time.
  • Must be able to wear various levels of PPE, including, but not limited Level B, Level C, and Level D. Medical clearance and fit testing may be required.
