TITLE: Operations Training Manager

LOCATION: Kemmerer, WY, USA

Operations Training Manager (OTM)

The Operations Training Manager (OTM) reports directly to the Senior Manager, Training and is focused on the development of the operations training programs and training materials for the Natrium Demonstration Project (NDP). The OTM leads a group of instructors to develop the programs, processes, and procedures necessary for establishing and running operations training. The successful candidate will integrate and coordinate with other departments, project partners, regulators, and outside organizations working on training.


Operations Training programs include:
* Licensed Operator Cold License Training
* Reactor Operator Continuing Training
* Senior License Continuing Training
* Non-Licensed Operator Training
* Shift Manager Training
* SRO Certification Training

Responsibilities
* Develops operations training processes, programs, and procedures for a newly developed training department, ensuring compliance with company standards, NRC regulations, INPO accreditation criteria, and other codes, standards, and regulatory requirements.
* Develops and executes a strategy for training program initial accreditation.
* Uses the Systematic Approach to Training (SAT) to develop new high-quality training curriculum for maintenance and technical personnel.
* Complies with regulatory guidance including NUREG-1021
* Revises training programs to maintain instructional and technical accuracy based on plant design changes, modifications to plant procedures, and changes in plant processes.
* Participates actively in the Training Curriculum Review Committee.
* Coordinates with management, the emergency response organization, and other organizations in the development and improvement of training programs.
* Prepares trainee examination material and trainee evaluations for classroom, laboratory, OJT, and simulator environments, as appropriate.
* Prepares processes for training performance evaluations, trainee counseling sessions, and individualized training programs.
* Incorporates information gained from INPO Significant Operating Experience Reports, NRC Circulars, Bulletins, and Information Notices, plant design changes, plant procedure changes and revisions, new regulations, and training effectiveness reports into the training program and various training material.
* Participates in NRC, INPO and management audits, and prepares responses to audit findings.
* Develops and maintains knowledge of plant design, plant operations, disciplinary skills and techniques, commensurate with the responsibility to develop effective, high-quality training.
* Supervises the collection and maintenance of auditable training records and reports required to document training program activities.
* Assists Training Management in establishing department goals, and cost estimates that result in budgeted activities for the assigned area including specific project or subject matter areas as assigned.


Key Qualifications and Skills

* Must hold or have held a Senior Reactor Operator license (preferred) or certification at a commercial light water reactor (LWR) is preferred.
* Must have at least five (5) years licensed operator training experience OR have been an Operations Shift Manager at a commercial nuclear station.
* Demonstrated proficiency in verbal and written communications.
* Comprehensive knowledge of the Systematic Approach to Training (SAT).
* Ability to obtain unescorted plant access.

Preferred Qualifications:

* Bachelor's Degree in a technical discipline or equivalent nuclear power plant experience.
* Extensive knowledge of training requirements from Nuclear Regulatory Commission (NRC) and the Institute of Nuclear Power Operations (INPO).
* On-shift experience as a LWR SRO or Shift Manager.
* Detailed knowledge of the INPO accreditation process.
* In-depth knowledge of the NRC operator examination development process.
* Creativity and innovation are characteristics needed to lead design and develop operations training that includes mixed reality, reduced reliance on lectures, and improvements in training effectiveness.
* Mastery of skills and extensive subject matter knowledge in carrying out assignments associated with the analysis, design, development, implementation, evaluation, and proposed modification of operations training programs.
* Working knowledge of Microsoft Word, Excel, and PowerPoint
* Excellent technical writing, communication, and presentation skills
* Attention to detail and aspiration for training excellence
* The successful candidate will possess a high degree of trust and integrity, able to communicate openly, and display respect and a desire to foster teamwork
* Understands how individual actions and decisions can positively and negatively affect the ability of the total organization to meet its requirements to regulatory agencies and to the public
* Adapts well to emergent changes due to changes in plant design, plant procedures, schedule changes, or other challenges associated with the design, construction, and commissioning of a new nuclear power plant.

Salary Range Level 12: $137,510 - $190,549

*Typically, our employee salaries are within .90 - 1.0 of the mid-point of the posted salary band. Any salary offered within the posted salary band is based on market data and commensurate with the selected individual's qualifications and experience. This range is specific to Kemmerer, WY
