Job Description

This position will serve as a Senior Environmental Analyst/Scientist in the Environmental Toxicology Program (TOX) supporting program and Bureau activities related to exposure investigations, risk assessment, surveillance, and health risk communication. The incumbent shall direct junior staff in TOX as well as interns within the program. The individual will be responsible for assessing risks to human health from exposure to contaminants in a variety of environmental media, conducting site-related document reviews, preparing technical memos, reports, and presentations for various projects within the Environmental Toxicology Program. This individual will be responsible for preparing and giving presentations at professional and public meetings. Responsibilities include serving as primary liaison with key stakeholders and coordinating community outreach activities related to program activities. This individual will also assist with the development of policies to reduce public health impacts from environmental exposures. The individual will represent DPH on related committees, as requested, and will attend public meetings on project related issues.

DUTIES AND RESPONSIBILITIES (These duties and responsibilities are not all-inclusive):

  • Serve as a Toxicologist in the Environmental Toxicology Program (ETP).
  • Responsible for review of environmental sampling data, site assessments, and toxicological evaluations for possible issuance of public health advisories or health-related fact sheets and to support CLPPP case management staff identify alternative exposure sources for poisoned child case investigations.
  • Conduct Tier 1 site assessments and liaise with HUD Region1 to support CLPPP HUD grant and related lead abatement projects. Provide technical support for CLPPP HUD Program Manager.
  • Respond to public concerns about possible health effects from exposures to environmental contaminants in various media, including-site related contamination such as lead in housing and consumer products, and PFAS, PCBs and mercury in fish.
  • Serve as project manager, overseeing schedules and project deliverables.
  • Attend meetings as the bureau or toxicology program's representative.
  • Prepare draft reports and educational materials for review by Program and Bureau Leadership.
  • Summarize existing regulatory guidance and criteria from state, federal, and authoritative agencies.
  • Conduct analyses of possible health risks associated with exposures to various environmental media.
  • Represent the program, bureau, and department in providing technical presentations.
  • Update risk-communication tools with new information on environmental exposure and health outcomes.
  • Assist with preparing materials for presentation at public meetings.
  • Review environmental consulting service (vendor) proposals.
  • Assist with the management of technical tasks performed by environmental consultants (vendors).

REQUIRED QUALIFICATIONS:

  • Knowledge of the principles and practices of environmental science and public health.
  • Demonstrated familiarity with the terminology and standard abbreviations used in environmental science and public health.
  • Proficiency in applying the principles and techniques of toxicology including risk analysis.
  • Knowledge of the types and uses of toxicological testing techniques and procedures.
  • Comprehension of the properties and characteristics of carcinogens, mutagens, teratogens and other toxicological agents.
  • Ability to read and interpret documents such as risk assessments, chemical analysis, biological analysis and hydrogeology reports.
  • Skill to prepare technical and general reports and to determine proper format and procedure for assembling items of information.
  • Capacity to write concisely, express thoughts clearly and to develop ideas in a logical sequence.
  • Ability to analyze and determine the applicability of environmental science data, to draw conclusions and make appropriate recommendations.
  • Talent to give oral and written instructions in a precise, understandable manner.

PREFERRED QUALIFICATIONS:

  • Solid written and verbal communication skills with proficiency establishing and maintaining harmonious working
    relationships with other.

Qualifications

F irst consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
