Job Description

The Massachusetts Commission for the Blind (MCB) is actively recruiting a vending program supervisor to manage and oversee all aspects of the agency's Randolph-Sheppard Vending Facilities Program. As the supervisor, you will ensure effective operations and compliance with established standards; manage the training, selection, and licensing of vendors; oversee stand development, construction, and renovation; and equipment purchases and maintenance. You will be an agency ambassador and build relationships with relevant community members, stakeholders, site grantors, and the State Vending Committee.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Identify and procure goods and services for the successful operation of twenty-five (25) food vending stands plus seventy-five (75) vending machines across the Commonwealth, along with identifying new sites.
  • Manage the major renovation of newly acquired space and periodically upgrade existing stands/machines.
  • Collaborate with MCB fiscal and contract units to ensure all funds are encumbered and disbursed in compliance with state and federal regulations.
  • Supervise staff members in the Vending Facilities Program,
  • Assist staff in meeting the needs of the individual vendors regarding accessibility and accommodations (such as adaptive equipment) required to perform all business operations.
  • Revise, develop, and implement regulations, policies, and procedures that accomplish federal, state, and agency standards and objectives.
  • Oversee collection of weekly data from vendors and complete and submit mandatory reports on all aspects of the program in compliance with federal regulations.
  • File federal report annually, which contains data about department salaries, income of each stand, review of all new and existing sites, expenditures for goods and services, and funds collected for disbursement to eligible vendors.
  • Lead and manage the training and onboarding of new vendors.
  • Develop a written curriculum for training new and established vendors to ensure best practices and upward mobility opportunities in compliance with all state and federal regulations.
  • Provide curriculum in all formats as requested, i.e., Braille.
  • Conduct outreach on a regular basis to government and private entities to analyze and develop new sites for vending locations.
  • Negotiate permits to operate facilities.
  • Partner with the MCB Executive Staff, Program Staff, and Massachusetts Committee of Elected Blind Vendors to prioritize and implement the recommendations from the 2015 Business Enterprise Program Evaluation
  • Consider recommendations of the selection committee, comprised of MCB staff and the state committee members, for placement and/or transfer of vendors at various locations.
  • Hear consumer grievances and make decisions in the first tier of the agency's grievance/administrative review process.

Required Qualifications

  • A thorough knowledge of the Federal/State Vocational Rehabilitation Program and the principles of rehabilitation of persons who are blind are required.
  • Knowledge of standard business practices is necessary.
  • Proficiency with disability-related issues.
  • Experience with marketing planning and management processes.
  • Knowledge of adult learning theories, including training techniques, curriculum design, and delivery.
  • Knowledge of Federal and State laws and Regulations governing the functions of the Commission for the Blind.
  • Ability to develop and implement electronic reporting marketing, consumer services communication activity, and training strategies and processes.
  • Ability to design and implement policy, program development, and evaluation processes.
  • Aptitude to interpret policies and procedures and respond to requests for information.
  • Capacity to respond to policy issues identified by the Director of Programs, Deputy Commissioner, or Commissioner.
  • Proficient with interpreting statistical data correctly and drawing sound conclusions.
  • Capability of working and communicating with high-level state officials and other interested parties.
  • Ability to understand, apply, and explain pertinent laws, rules, regulations, policies, and procedures.
  • Ability to mediate conflicts, coordinate competing interests, and work under time constraints.
  • Experienced with successfully solving problems, building consensus, and resolving conflicts.

Preferred Qualifications:

  • Knowledge of staff development.
  • Ability to deal with sensitive, emotional, or potentially controversial interpersonal situations, which may entail working with others to overcome resistance and/or change behavior.
  • Knowledge of consumer service delivery systems.
  • Proficiency with disability-related issues.
  • Knowledge of the Commission for the Blind mission, goals, objectives, services, and programs and capable of explaining the agency's vision, mission, and service policy position.
  • Knowledge of the principles and practices of management.
  • Knowledge of team building practices.

Agency Mission:

The Massachusetts Commission for the Blind (MCB) is the point of entry for vocational and social rehabilitation services for residents of the Commonwealth who are declared to be legally blind by an eye professional. Under a newly created category, MCB will expand service to qualifying individuals who have low vision with a progressive visual impairment. These services help individuals to work toward independence and full community participation.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS :

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed

NOTE: No substitutions will be permitted for the required (B) experience.
