The Manager of Shelter Services develops, implements, and oversees the appropriate delivery of services to youth and young adults who are homeless or at risk for homelessness. They ensure services are efficient and effective in contacting and stabilizing youth and young adults.

The Manager of Shelter Services ensure clients’ needs are met with the fewest possible barriers.

essential duties

Supervisory Tasks

  1. Work collaboratively with Human Resources, to recruit, interview, select, onboard, train, supervise and evaluate employees.
  2. Assist the Director with the development of onboarding and learning programs based on contracts, grants, licensing, and Council on Accreditation (COA) requirements.
  3. Alert the Director and Human Resources of any job performance issues which may require disciplinary action.
  4. Supervise and facilitate weekly supervision meetings with the employees on their team.
  5. Ensure all supervision notes are maintained and current for all employee-held meetings.
  6. Manage the Emergency Phone Line on a rotating basis.
  7. Lead and/or assist with planning and hosting regular team meetings.
  8. Ensure adequate training for employees including specific emphasis on the principles of Housing First, Trauma Informed Care, Harm Reduction and Positive Youth Development.
  9. Ensure employees are familiar with overall agency personnel policies and procedures and job descriptions.

Service Design and Delivery Tasks

  1. Ensure compliance with major grants, contracts, data collection and reporting requirements.
  2. Become familiar with and monitor implementation of the requirements of funding/referral agencies.
  3. Maintain a positive working relationship with the key employees of the funding/referral agencies.
  4. Prepare accurate and timely reports for funders as required.
  5. Meet weekly with the Director to discuss and review program operations and policies, initiate discussion on areas of concern and report on the status of clients.
  6. Maintain, review, and approve, required case notes, documentation, and reports.
  7. Adhere to the agency’s policies, procedures, Council on Accreditation, and funding requirements.

Client Focused Tasks

  1. Ensure the development of individualized goal plans for clients when applicable and all clients are referred to supportive services upon request.
  2. Ensure the timely completion of forms and reports required by the agency and all funders.
  3. Oversee proper delivery of support services to clients, such as rental assistance and housing stability services to support permanent housing.
  4. Oversee completion of quarterly Performance and Quality Improvement (PQI) reviews and summaries.

Community Relations

  1. Maintain a positive working relationship with Administration, health providers, faith-based organizations, and other groups who might provide services or refer clients.
  2. Establish and maintain strong connections with community agencies and other relevant resources to identify needed services for youth and young adults.
  3. Represent the agency on inter-agency taskforces, networks, etc.
  4. Connect with other providers to share program information and coordinate services.

job requirements

a. Education and Experience

  1. Bachelor’s degree in a human-service field preferred. In place of a degree, a high school diploma, lived experience and demonstrated knowledge of social services can be substituted.
  2. Five years of relevant working experience, including supporting young people experiencing homelessness or housing instability.
  3. Minimum of 2 years supervisory or management experience.
  4. Demonstrated knowledge of MS365 Power Platform.

b. Additional Requirements

  1. Must satisfactorily pass criminal history check.
  2. Must satisfactorily pass tuberculosis (TB) test.
  3. Must have reliable transportation and a valid Washington State driver's license (or be able to obtain one by date of employment).
  4. Employees and volunteers who operate their own or Friends of Youth vehicles on Friends of Youth business, must have a safe driving record as defined by Friends of Youth.
  5. Employees and volunteers who operate their own vehicle(s) on Friends of Youth business must carry auto liability insurance that complies with the requirements of Friends of Youth.
  6. Must successfully complete the following health certification requirements within 30 days of employment: CPR, First Aid and Bloodborne Pathogens.
  7. Proof of COVID-19 vaccination is required. There are no exemptions.

  6. Able to establish and maintain positive relationships with young adults.
  7. Able to observe and discuss behavioral concerns and suggest appropriate alternatives.
  8. Able to maintain strong personal and professional boundaries. 9. Able to learn and implement relevant Council on Accreditation (COA) standards and participate in Performance and Quality Improvement (PQI) processes.
  9. Proficient skill set with Microsoft Office programs.
