Overview









As an IT Project Manager III, you will play a crucial role in developing complex short- and long-range public transportation technology projects within budget constraints. You will be a key adviser on annual work project development and will guide areas such as system planning, research, decision support systems, and interagency coordination. You will skillfully manage projects to meet objectives and priorities, ensuring quality control throughout each project's life cycle. You will actively lead in establishing a project culture that views escalations to resolve "stagnant" problems as good business. You will manage scope creep, communications, and quality to contribute to the overall success of projects.















Essential Duties









    Manage complex transportation technology projects. Establish goals and implement strategies, timelines, and budgets. Provide guidance on methods for executing program implementations.
  • Evaluate complex analyses conducted by consultants or other agencies. Develop technical recommendations for decision-makers. Oversee the implementation and integration of new technologies with existing systems, both within and outside the agency.
  • Procure and manage all necessary consultant services following company procedure. Coordinate, direct and monitor the work of consultants and contracted engineers. Track and manage contractor activity to successful completion. Conduct quality assurance and quality control, as appropriate.
  • Provide frequent updates on project status to all stakeholders within the project, program, or steering committee. Ensure effective upward communication and client engagement.
  • Complete projects in a professional manner, meeting budget, schedule, quality, and safety requirements. Ensure satisfactory transfer of control upon project completion. Complete project closeout in a timely manner and prepare end of project report.
  • Perform other duties of a similar nature or level.














Requirements









Minimum Qualifications

  • Five years of professional experience in IT project management or a related field, including:
    • Managing the implementation of technology projects.
    • Organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
    • Quality assurance and coordinating with staff and contractors engaged in program development, procurement, and implementation of equipment and systems.
    • Managing complex projects from planning phase through implementation, including contract administration and oversight.
  • Bachelor's degree in project management, information technology, or a closely related field. A PMP Certification will account for 2 years of education.

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Knowledge Requirements

  • Project management techniques encompassing all phases of a project life cycle including risk identification, scope, schedule, communication plans, and budget.
  • Vendor management, including contract development and review, performance management, and financial management.
  • Understanding of technology concepts and information technology terms.
  • Contract and budget administration

  • Proficiency in PC-based computer operation and software utilization such as MS Office, email, and scheduling applications
  • Builds a compelling case - Clearly communicates the benefits of accepting the idea (for the individual, team, and organization); tailors the persuasion strategy to engage individuals emotionally and rationally; leverages supporting evidence to address anticipated objections; summarizes benefits to ensure understanding. Creates complex reports, presentations, and documentation. Develops meeting agendas and leads the discussion. Captures and tracks actionable items to completion.
  • Procuring and managing engineering and architectural services consultants. Scope preparation with comprehensive budget estimates for proposals requiring hardware and software.
  • Able to identify, prioritize, and perform work without supervision for self.
  • Upholds accountability - Manages own priorities and responsibility; communicates updates for meeting or not meeting expectations; identifies items that are on track and those that are most at risk; reports skill gaps and requests support as needed.
  • Analyzing and managing budgets and other financial matters.
  • Seeks learning opportunities - Identifies and participates in learning activities and puts new knowledge, understanding or skill to practical use on the job.
  • Maintaining objectivity.

Preferred Skills and Knowledge:

  • Project Management Certification
  • Transit industry or public sector experience
  • Knowledge of transit business and policies related to passenger information systems and customer service practices.
  • Use of client/service technology
  • Familiarity with public agency policies and procedures

Working Conditions

  • 100% of your work will be performed in an office environment and requires you to operate standard office equipment and keyboards. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally. This position may be asked to attend training locally and within the United States.
