About this role:

This position provides Monitoring, Evaluation, and Learning (MEL) technical support to a portfolio of projects in various countries. Please note that spoken and written English proficiency are required for this position, as well as pharmaceutical system strengthening and supply chain experience.

What are the main responsibilities?

As a member of the home office Strategic Information (SI) MEL team (80%) and Data and Digital Health (DDH) team (20%), the MEL Technical Advisor independently provides project support to a portfolio of in-country activities under a global pharmaceutical management and supply chain strengthening project, and contributes to business development and MEL strategic priorities. Under the leadership of the home office MEL Lead, the MEL Technical Advisor provides technical guidance in MEL (80%) and DDH (20%) functions, and for technical areas such as eLMIS strengthening, supply chain health system strengthening, and universal health coverage.

More specifically

Monitoring, Evaluation and Learning (MEL) - 75%

  • Provides support to country teams in the development and implementation of MEL plans and systems, with a focus on using data to strengthen projects and decision-making.

  • Develops or facilitates the development of project learning agendas and methods to answer learning questions.

  • Participates in and oversees data quality assurance processes.

  • Helps prepare for and participates in routine technical performance project reviews.

  • Contributes to the compilation, analysis, and documentation of aggregated results at output and outcome levels and contributions to long-term health impact across a portfolio of MSH projects.

  • Brings a data-driven approach to supporting projects with evaluation and learning activities.

  • Promotes and facilitates a culture of data use for decision-making and adaptive management within projects and across the organization.

Data and Digital Health (DDH) - 20%

  • Strategizes and contributes to setting up data flows between DHIS2, eLMIS, and other data systems into the MSH corporate data warehouse, and develops Power BI dashboards and other compelling data visualizations to facilitate data use.

  • Contributes to strengthening national data systems for supply chain and PSS management by providing technical recommendations on platform selection, design, and interoperability with other systems.

Support to Business Development - 5%

  • Provide support to project and business development efforts as requested.

  • Contributes to the MEL sections of proposals, and provides thought leadership on MEL methods.

  • Facilitates development of Theories of Change for proposals

Specific requirements for this role are:

Education & Experience

Required:

  • Approximately 6 years of experience with a BA or 4 years with an advanced degree in MEL or research for global health.

  • Experience in leading, co-leading, or contributing to the design and delivery of face-to-face and virtual workshops, including learning agendas, theories of change, protocol and instrument development, and approaches to enhance utilization of MEL findings.

  • Experience leading on data management and analysis (quantitative and qualitative).

  • Experience in designing MEL systems at the proposal development stage. This includes developing an overall project MEL approach that is responsive to the programmatic rationale as described in the solicitation; and developing MEL plans, performance indicators, and any other tools and/or approaches needed for developing a robust MEL function for new projects.

  • Experience supporting health information system strengthening, especially related to pharmaceutical information systems.

  • Experience with at least one statistical package software for qualitative data analysis (Nvivo, , Dedoose, etc).

  • Experience writing and presenting research results.

Preferred:

  • Experience developing or contributing to MEL guidance documents to guide MEL at the organizational level.

  • Experience providing support to strengthen national LMIC health information systems.

  • Expertise in MEL for health systems strengthening.

  • Experience with designing and implementing electronic surveys.

  • Experience living and working in LMICs.

  • Written and spoken proficiency in French.

Knowledge, Skills, & Abilities

  • Track record of experience in monitoring, evaluation, and research of international/global health projects implemented in low-resource settings.

  • Skills in quantitative and qualitative data analysis for international/global health projects.

  • Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.).

  • Understanding of and experience using HMIS databases (especially eLMIS and DHIS2)

  • Evaluation and study design skills.

  • Familiarity with USAID indicators and metrics in pharmaceutical management and supply chain strengthening.

  • Enjoys learning and teaching. A team player and a self-starter who can use her/his own initiative to identify useful work.

  • Demonstrated ability to collaborate effectively with professional colleagues from multiple units and within various socio-cultural contexts.

  • Demonstrated experience collaborating with and/or managing staff in a matrixed organization.

  • Excellent writing, analytical, organizational and communications skills including organizing, scanning, summarizing and presenting information

  • Demonstrated flexibility and openness in responding to changing work priorities and environment and working under tight deadlines.

  • Demonstrated competence to assess priorities and solve problems using innovative, evidence-based solutions.

  • Written and spoken proficiency in English.

Preferred

  • Data science related skills such as predictive analysis or machine learning.

Physical Demands

  • Travel requirements: 20% - 30% international / domestic.

  • Able to perform basic office functions.


The expected salary range for this position is: $75,000.00 - $90,000.00 annually (U.S. locations only).
