Overview









As Manager of Project Control, you will play a crucial role in establishing and guiding the Project Control function within the agency. Your primary responsibility will be to apply advanced technical and management knowledge to develop a compelling business case justifying the creation of the Project Control function. This function is a novel addition to the agency and vital for oversight of large capital programs with significant scope, size, and complexity.

Collaborating with the Procurement and Contracts Director and Disadvantaged Business Enterprise Liaison Officer, you will serve as the Subject Matter Expert on project schedule, cost estimates, and budgeting. Your role involves providing support and guidance to project managers in contract administration to ensure compliance with procurement policies and procedures while minimizing costs.

Essential Duties









    Develop and administer Project Control policies and procedures for effective management and control of cost, contingency, change, and procurement in capital programs. Ensure seamless integration of Project Control with financial, contract, and project management. Guarantee consistent interpretation and application of processes, policies, and practices, while ensuring compliance with relevant laws and regulations.
  1. Oversee, prepare, and/or reviews cost estimates, budgets, and reports, documenting planned versus actual budget performance. Conduct and interpret earned value, monitor trends, and prepare cost forecasts on a daily and monthly basis.
  2. Provide technical and expert support to project managers in developing baseline cost estimates and schedules. Ensure full integration of scope, schedule, costs, risk, and resources. Control changes to projects and contract through formalized change control procedures.
  3. Support the Project Manager in overseeing consultants and/or related project contractors, ensuring quality work products and timelines.
  4. Support project managers using scheduling techniques to develop and maintain accurate cost and schedules. Review contractor monthly schedule submissions and prepare or review reports.
  5. Assist in developing and implementing integrated program management and control tools, techniques, and methods on a daily basis.
  6. Support project managers in maintaining the project risk register. Review the risk register with major stakeholders and conveying mitigation plans to appropriate risk managers on an annual basis.
  7. Provide training, outreach, and change management communication to the department project managers, customers, and partners for the successful establishment of the Project Control function.
  8. Perform other duties of a similar nature or level.














Requirements









Minimum Qualifications

  • 5+ years of experience in project coordination and project control functions.
  • Bachelor's degree in Engineering, Construction Management, or a closely related field.

An equal combination of education and experience to perform the job duties is also accepted.

Preferred Qualifications

  • Certified Cost Professional (CCP) by the Association for the Advancement of Cost Engineering International (AACEI).
  • Project control experience with transit, engineering design, and construction project management.
  • Proficiency with Project Portfolio Management (PPM) software.
  • Budget administration and analysis, contract administration, financial data analysis and reporting.
  • Experience with construction project delivery methods, and monitoring work products of consultants and/or related project contractors.

Knowledge Requirements

  • Knowledge of principles and practices of contract management.
  • Knowledge of principles of customer service and continuous quality improvement.
  • Principles, practices, and procedures for leading programs/projects.
  • Principles and practices of project control techniques, budget preparation, and budget control/monitoring techniques.

Skill Requirements

  • Working with ambiguity.
  • Advising on high value/high-profile capital, construction, and project management contracts.
  • Identifying and resolving issues with project scopes, terms, deliverables, and cost formulas.
  • Effective oral and written communication to diverse audiences.
  • Financial accounting and work breakdown structure application to project work.
  • Scheduling software and computer estimating systems.
  • Partnering and negotiation principles and practices.
  • Utilizing contract management and financial system software and computer systems.
  • Demonstrating a positive customer service orientation.

Preferred Skills and Knowledge

  • Transit business and policy knowledge related to project control.

Working Conditions

100% of your work will be performed in an office environment and requires you to operate standard office equipment and keyboards. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to exert up to 20 pounds of force occasionally. Hybrid telework is available for most administrative personnel.
