Job Summary

The RAE and Research Service Manager will be responsible for establishing the overall strategy, architecture, direction, and vision for UCSF's research service desk, as well as the Research Analysis Environment (RAE) within the Academic Research Services (ARS) Team. The incumbent in this position will work with the faculty, business partners and current ARS team members to outline objectives, goals, and drive towards creating a unified service team that supports the Research Compliance and Administration Applications as well as ARS team. They will be required to collaboratively work with several administrative teams, and provide direction as well as delegate assignments to subordinate leads, and staff.

This position is responsible for managing, preparing, administering, and directing resources that directly support the ARS-Research help desk, and the RAE environment. Involved in developing, modifying, and executing strander operating procedures support system and service operation(s) within ARS and may also have campus-wide, medical center or Office of the President effect. Has full management responsibility for budgets, costs, methods, hardware decisions and personnel-related actions. Recommends operational policies and procedures for their team that align with ARS departmental practices. Receives assignments in the form of objectives and determines how to best use resources to meet schedules and goals. Reviews and approves recommendations for growth and support. Provides guidance to subordinates to achieve goals in accordance with established strategy and policies.

The Research Analysis Environment (RAE) is a secure data hosting and compute service for UCSF researchers and their internal or external collaborators. RAE provides compute, storage, and tools in a secure, compliant platform across three product tiers to meet the community's diverse research needs.
* RAE Free: Shared compute, storage, and tools to meet most research needs.
* RAE Premium: Dedicated compute and storage for study-specific large datasets.
* RAE Cloud: Access to secure AWS resources for compute and storage.

The ARS team has had substantial growth and had recently taken on support for the Research Core Systems. This new service model requires that the ARS team manage tier 1 support desk tickets, addressing concerns raised by the business partners that utilize these applications. The team will be responsible for reviewing, managing, and assigning tickets appropriately across ARS, as well as ensuring that the system support documentation is managed and maintained appropriately.

It is expected that this position provides technical expertise as well as supervision of a team of system administrators and support staff for technology services provided by the Academic Research Systems team for the UCSF Research Community and its external collaborators. This role will collaborate with a diverse team of IT professionals and researchers to troubleshoot and resolve security, application, and operational issues in RAE.

The successful candidate will have leadership skills, be customer focused and have extensive experience in operating and supporting research enterprise environment and tools solutions.

Department Description

This position will be housed within the Central IT, which provides architecture, infrastructure, network, security, analytics, integration, and application support services and is essential to the organization's ability to support growth, mitigate security risk, and manage, store, and share sensitive information. The position will be specifically housed within the Academic Research Systems team, reporting to the Associate CIO for Research. This team is focused on providing research IT services across UCSF.

Required Qualifications

  • Typically 2 years of experience managing an information technology organization.
  • Thorough knowledge of relevant rules and regulations. NIST 800-171, IS-3 and HIPAA
  • Uses and applies applications of Information Technology theories and concepts to manage and provide solutions.
  • Requires critical thinking, persuasion/negotiation, mentoring, leadership/management, problem-solving, human resources policies and procedures relating to management responsibilities, verbal and written communication, quantitative abilities, analytical, and strong technical database systems skills.
  • Demonstrated skill in managing technical staff.
  • Excellent oral and written communication skills
  • Demonstrated ability to work with others from diverse backgrounds. Demonstrated effective communication and interpersonal skills. Demonstrated service orientation skills.
  • Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.
  • Self-motivated and works independently and in a leadership capacity in a team.

  • Strong organizational skills.
  • Strong analytical and design skills, including the ability to abstract information requirements from real-world processes to understand information flows in computer systems.

Preferred Qualifications

  • Bachelor's degree in a related area and / or equivalent experience/training.
  • Must have knowledge of location and system protocols and procedures for budget and account management.
  • Thorough knowledge of data management systems, practices, and standards.
