Position Summary

Performs a variety of technical and administrative functions, with responsibility for the operation, programming, and maintenance of the control systems, associated PLC equipment, and smart instruments. This position reports to the SCADA manager and is part of the SCADA Team responsible for the dependability, optimization, and continuous improvement of all SCADA locations. Assists SCADA Specialists on assignments and may also perform some tasks independently. Demonstrates a commitment and supports a culture of diversity, equity, and inclusion.


Position Responsibilities / Essential Job Functions

  • Assists computer Performs patching as needed to maintain the security of the SCADA networks and SCADA Systems.
  • Updates SCADA Human Machine Interface (HMI) control logic and display screens to make the control system more operator-friendly and effective. Maintain the SCADA object and historical databases and graphics interface links.
  • Provides technical support to field staff for programming and troubleshooting of embedded PLCs in process control equipment to ensure proper operation and interaction with the SCADA system.
  • Maintains and troubleshoots network equipment configurations including switches, routers, and VPN connections, in a zero-trust security environment.
  • Performs backups and archival tasks for programs, graphic screens, tag database, and historical database.
  • Prepares standard and ad-hoc reports and check manual data entries for accuracy and completeness.
  • users in solving hardware and software problems, associated with the automation systems, to assure continuous system functionality. Make service calls during off-hours as required.
  • Performs equipment vendor program updates and modifications, software and/or firmware updates for PLCs, Cameras, Routers, Switches, and other related equipment. Perform system backup and restore operations to safeguard programs and assure continuous system functionality.
  • Coordinates with others in the Information Technology (IT) Department regarding various issues associated with the Local Area Network (LAN), LAN security, and other IT issues such as application security, firewall configuration, and communications systems.
  • Maintains and troubleshoots Microsoft-based servers as well as ThinClients, and network equipment in a virtualized environment.
  • Tracks trends and analyze system inputs and reports to monitor the operational efficiency and effectiveness of various systems and network devices. Participates in a range of settings and ad-hoc team settings including teams addressing process control, energy and chemical usage, and data management.
  • Performs Preventive Maintenance (PM) of all SCADA equipment.
  • May be deemed essential at any time.

  • Ability to perform technical computer operational work in support of wastewater treatment plant and collection and distribution operations; establish and maintain effective working relationships with others encountered in the work; work in a team environment; teach and learn from others.
  • Ability to communicate effectively both orally and in writing; speak clearly and persuasively; listen to gain clarification; establish and maintain effective working relationships.
  • Ability to translate technical terminology into terms understandable to management and employees.
  • Ability to interpret Process and Instrumentation Diagrams (P&ID) and narrative control descriptions.
  • Knowledge of the following: theory and practice of the design processes and operation of public utility facilities; process instrumentation, process control techniques, field sensors, and controllers, digital control hardware including Programmable Logic Controllers, Relay Ladder Logic, and control software and/or networking hardware/software; switches, firewalls, router configurations, and network management systems.
  • Must understand process and instrumentation diagrams, electrical schematics, relay logic, input/output lists, and instrument lists.
  • Possesses demonstrated ability to utilize SCADA systems such as an operator in a plant environment or a technician with programming and/or configuration of database points and graphical user interface development.
  • Exhibit keen attention to detail.
  • Some familiarity or experience in the operation and maintenance of Microsoft-based computers and SCADA applications in support of operations.
  • Some familiarity or experience with PLC programming knowledge and experience.
  • Associate's degree of Applied Science in Electrical/Electronic Engineering, Information Technology, Computer Science, or a closely related field.
  • At least two years of experience in related fields such as instrumentation, PLC Programming, SCADA operation, programming, or configuration.
  • Or combination of education and experience described above.

Preferred Skills and Experience:
  • Knowledge and related experience in water and wastewater treatment operations.
  • Experience with a virtualized environment.
  • One or more years of experience working in an industrial environment supporting Ethernet-based control systems.
  • One or more years of experience with PLC Programming Software such as RSLogix 5000 or EcoStruxure Control Expert; or with SCADA Systems such as Archestra System Platform, Wonderware, or GeoSCADA Expert.
