Position Title: Controller


Employment Type: Full-time


Reports To: The Controller will report to the Vice Chancellor Finance and Administration


Full Time Pay Range: $95,000 - $115,000


Job Summary: Represents the institution on finance-related administrative matters, establishes and maintains a consultative and collaborative working relationship with institutional units, and guides the development of strategy, processes, and policies to ensure the accuracy and compliance in the institution's accounting functions.

Job Responsibilities:


  • Directs the maintenance, monitoring and preparation of enterprise-wide financial records and reports and disseminates information to the appropriate entities


  • Directs strategic planning initiatives and establishes institutional financial objectives to ensure appropriate use of financial, administrative, and staffing resources and alignment with the strategic plan


  • Develops, implements, maintains, and monitors finance-related institutional policies, internal controls, accounting standards, and procedures for administrative processes


  • Serves as the unit liaison and consultant among internal and external stakeholder groups providing organizational information and representing the interests of the unit


  • Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees


Essential Duties and Responsibilities:
I. General Administrative Responsibilities


  • Responsible for ensuring that UW-Parkside operates in a financially controlled and secure manner within its statutorily authorized budget.


  • Takes a leadership role in interpreting system-wide business policies and procedures.


  • Provides internal and external business and financial reports as required for the administrative management of the campus.


  • Responsible for preparation of departmental goals, staff evaluations, identifying issues and opportunities, and problem resolution.


  • Provides leadership in the redesign of campus business and financial processes.


  • Shares responsibilities for campus budget control and campus end-user budget/financial training with campus budget staff.


II. Management of Financial Operations


  • Maintains fiscal records in accordance with federal, state and UW-System requirements.


  • Ensures the integrity of all financial systems and databases and protects University financial assets through adequate financial controls.


  • Maintains relationships with various banking institutions for the maintenance of accounts.


  • Ensures the adequacy of institutional cash handling, cash management activities and reconciliation of campus bank accounts.


  • Manages the enterprise accounting system, including the chart of accounts, correct and accurate accounting classifications, and system enhancements and upgrades.


  • Manages monthly and year-end institutional closing operations and production of institutional financial statements.


  • Collaborates with UW System Administration on campus travel policies and reimbursements.


  • Manages the administrative responsibility of campus procurement programs.


  • Oversees daily cash management.


III. Financial Reporting and Budget Control


  • Provides leadership to campus managers on financial operations and systems.


  • Ensures adequate training and support to Business Services and institutional staff on policies, procedures and access to financial information.


  • Exercises creative leadership in response to institutional financial and business information needs. Develops special reports and analyses to support institutional and system-wide financial decision-making, measuring actual performance against operating plans and standards, and interpreting the results of operations for all levels of management.


  • Ensures the timely preparation of tax and other reports as required for institutional compliance.


  • Advises administrators on financial accountability and reporting issues.


  • In collaboration with campus budget staff, administers campus policies relating to annual budget control.


  • Performs fiscal year-end reconciliation of all accounts in cooperation with UW-System.


  • Provides leadership to the campus managers on financial analysis of operations and feasibility studies including construction funding models, enrollment revenue sharing models, project feasibilities, budget allocation models, and general managerial accounting analysis.


  • Monitors revenue collections and expenditure levels, and ensures the accuracy of business and accounting records.


IV. Policy Interpretation and Compliance


  • Directs accounting activities and functions in compliance with Generally Accepted Accounting Principles, as well as UW-System, state and federal laws, rules and regulations.


  • Develops, implements and interprets policies and procedures relative to Business Services and UW-Parkside business and financial operations.


  • Advises administrators on financial and business policies, procedures and regulatory constraints.


  • Represents the interests of UW-Parkside in related UW-System meetings, work groups and committees.








Qualifications






Qualifications

Required Qualifications:


  • Bachelor's or Master's degree in accounting.


  • Five or more years of senior accounting management experience.


  • Five or more years of progressive supervisory experience.


  • Experience performing controller functions including oversight of general ledger, accounts receivable, accounts payable and procurement functions.


Preferred Qualifications:


  • Master's degree in business administration or related field.


  • Certified Public Accountant (CPA).


  • Experience using enterprise financial software systems (e.g., Peoplesoft or other enterprise accounting systems).


  • Experience with business operation in higher education.
