JOB DESCRIPTION
Under general supervision, with latitude for independent initiative and decision making, performs work of moderate difficulty in processing payment requests from vendors and contractors for their provision of goods, services and/or construction for the Staten Island Ferry. Confers with, advises, and coordinates operational, technical and professional staff in the City's payment process. Assists Project Managers and contractors and consultants with required reports and paperwork needed for a proper payment package and in the use of the City's PASSPort payment functionality

EXAMPLES OF TYPICAL TASKS:
Develop financial spreadsheets and revenue forecasts. Prepare special reports in response to requests from management. Prepare ad hoc reports, and track budget expenditures. Review and process invoices, including submission of payment packages and vouchers.


PREFERRED SKILLS
1. Ability to work with large amounts of data in fast-paced, in deadline-driven environments.
2. Strong analytical, research, and communication skills.
4. Proficiency in Microsoft Office, Excel and Access.
5. Experience with FMS2/3 and PASSPort a plus.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.

1. Ability to work with large amounts of data in fast-paced, in deadline-driven environments. 2. Strong analytical quantities, research, and communication skills. 3. Working knowledge of NYC PPB Rules, especially those related to Grants and Contracts. 4. Proficiency in Microsoft Office, Excel and Access. 5. Experience with FMS2/3 and PASSPort.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
