Location: Portland, OR, USA
Compensation: $28.50 to $31.50
Full Time / Part Time: Full Time

Hours and Location: Full-time - Exempt 1.0(FTE) 40 hours per week, 8am-5pm with some evenings and weekends, hybrid.

Pay Range: 28.50 to 31.50

Supervisor: Workforce Program Manager

Scope: Working under the supervision of the Program Manager, the Pre-Apprenticeship Coordinator is responsible for overseeing all performance related and programmatic logistics for the Electrical Pre-Apprenticeship Program. This critical position requires a dynamic and versatile person who can manage multiple projects and deadlines. Additionally, this position will assist with essential operational and program management functions of the training program.

Job Summary: The pre-apprenticeship program coordinator will work with partners, and Urban League staff to teach curriculum and continue to seek best practices and manage the Electrical Pre-Apprenticeship Program. They will assist in continuing to develop the program and ensure that other staff have information needed to develop a budget and funding plan.

DUTIES AND RESPONSIBILITIES:
  • Responsible for conducting ongoing community outreach, to reach Black participants through the following activities:
    • Direct outreach through program fliers, social media, visiting local gathering areas (e.g., churches, laundromats, beauty salons, workshop/community meetings, job fairs, and neighborhood meetings/forums).
    • Collaboration with internal resources, community outreach to establish new partnerships, other nonprofits serving business and low-income residents, and partner community-based organizations.
    • Develop and establish rapport and contact with area businesses and employers as well as large employers in all major employment industries.
  • Oversee and manage administrative aspects of pre-apprenticeship program.
  • Ability to get to multiple work locations on a routine basis.
  • Screen potential clients and ensure they meet the requirements of the program prior to attending.
  • Enter data for students and maintain an accurate database.
  • Fully understand all contract and grant requirements of current grants funding the training program
  • Calculate and report performance outcomes for program providing the necessary information to complete reporting requirements.
  • Responsible for monthly and quarterly reporting for pre-apprenticeship program.
  • Respond to inquiries from the public, prospective students, partners, employers, etc. regarding program.
  • Responsible for assisting with coordinating and planning meetings Pre-Apprenticeship and events that the Urban League is either sponsoring or participating in.
  • Responsible for recording and reporting graduation rates, placement information and retention information.
  • Responsible for working with Training and Education Specialist and Career Coaches to place and retain students in construction careers or apprenticeship.
  • Coordinate with Coaches to ensure clients receive the support services needed to complete the program and to enter and complete an apprenticeship program.
  • Maintain a relationship with funding partners, through activities such as: participating in monthly, ad hoc, and WorkSource team meetings as needed and active participation with strategic and focused outreach.
  • Contribute to the overall agency efforts by completing other duties as assigned.


PHYSICAL REQUIREMENTS:
  • Must have an active driver's license and the ability to drive within the state as requested.
  • Ability to lift up to 50lbs.
  • Ability to walk, bend and stand comfortably, to do outreach and to be out in the community with pre-apprenticeship cohorts when doing hands on construction work.

EDUCATION / EXPERIENCE:
  • Bachelor's Degree in a related field or 3+ years of related work experience, required.
  • Experience working with diverse populations (specifically the Black community) providing skills development, career, and/or one on one pre-employment services, required.
  • Experience in planning and conducting training sessions, workshops, and professional presentations - preferred.

KNOWLEDGE / SKILL / ABILITIES:
  • Commitment to and knowledge of social justice issues and the dynamics of social change, the history, and mission of the Urban League of Portland, and expertise in the present scope of Urban League service and advocacy programs.
  • Demonstrated computer skills and proficiency in Microsoft Office Suites with an emphasis on Microsoft Word, Excel, and Outlook programs.
  • Strong written and oral communication skills; ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and over the phone.
  • Knowledge and understanding of structural racism and Anti-Blackness as it relates to employment, training, and education.
  • Ability to create and present pre-employment curriculum and training.
  • Experience with case management, pre-employment activities, and job search development, especially for people of color and other marginalized groups.
  • Knowledge of the local job market and concerns of employers.
  • Knowledge of or strong familiarity with Portland Metro area.
  • Ability to function in a positive manner in a demanding work environment, to demonstrate a high degree of flexibility, to respond to priorities and schedules that change frequently.
  • Ability to meet multiple, sometimes conflicting deadlines.
  • Strong analytical and decision-making abilities.
  • Ability to deal with distressed and/or demanding participants and employees in an effective, participant-centered manner.
  • Ability to work in a fast-paced environment and make good judgments as it pertains to participants.
  • Ability to maintain a high level of confidentiality.
  • Strong skills in intercultural, interpersonal, and organizational communication.
  • Ability to communicate in a positive manner verbally, in writing, and by phone.
  • Ability to communicate with a variety of personality types and levels of the organization as well as with persons outside of the organization.
  • Ability to listen for understanding and assist in problem-solving.
  • Ability to prepare clear, accurate, and concise reports.
  • Ability to be punctual, have good attendance and be able to work flexible hours to meet the availability of participants.
  • Ability to participate in staff meetings, training, committees, and volunteer activities to support the agency's goals.
  • Ability to furnish proof of vaccination for COVID-19
  • Possess a valid driver's license and verification of current auto insurance and have full use of automobile during work hours.
  • Ability to use basic office equipment, telephone, copy machine, fax machine, and computer.
  • Ability to sit, stand, walk, drive, talk on the phone and/or use the computer for long periods of time.
