DESCRIPTION

The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all. The School focuses on health, diversity, inclusion, and social equity in everything we do. We believe this starts in the workplace, where we actively strive to ensure a sense of belonging for everyone and honor the idea that through our differences, we are better together. In working to fulfill that vision, we are comprised of more than 125 primary appointed faculty and academics, 200 staff members, and 25 secondary appointed faculty and provide mentorship and instruction to 225+ postgraduate and 650+ undergraduate major students across six degree programs and a clinical residency. We conduct research and instruction in public health disciplines such as Biostatistics, Climate & Environmental Health, Community Health Sciences & Preventive Medicine, Epidemiology, Global Health, Health Behavior, Health Policy, Public Mental Health, and Technology & Precision Health, totaling ~$125M in grants and contracts and housing five research service cores. We engage in research and teaching collaborations across the University and the community at-large. Partnerships with the community and with health agencies are fundamental to the School.

Under the general supervision of the Fiscal Operations Supervisor, the Research Administrator 4 Advanced Fund Manager will use advanced grants, contracts, gift, institutional, and other fund source concepts and knowledge to manage sponsored project pre- and post-award and other funds of a complex and diverse portfolio funded by a variety of sponsors which may include but are not limited to NIH, HRSA, DOD, NSF, state, foundation, institutional allocation & self-supporting, philanthropy, and industry. In addition to the primary responsibility of funds management, the incumbent will function as a resource for the fund management team as well as train and mentor less senior fund managers. Using this demonstrated mastery of fund management, incumbent will act as a subject matter expert (SME) who will facilitate best practices, present at fiscal core team meetings as well as School meetings, and advise leadership as needed. Incumbent may represent the School of Public Health on VC and Campus-wide workgroups and development teams. Incumbent will assist in covering open positions and shortfalls such as others' extended leave and vacation as needed. Review the work of others and guide others in financial and administrative management requirements of research contract and grant proposals, awards, and transactions to ensure compliance with institutional and sponsor policies. Review and approve transactions such as POs, payroll, entertainment, travel, ledger journals/expense transfers.

MINIMUM QUALIFICATIONS
  • Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training.

  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage high volume and complex transactions.

  • Ability to perform highly complex financial analysis and customized reporting.

  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Demonstrated high proficiency with Excel including pivots, filtering, and advanced formulae.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.

  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.

  • Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.

  • Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.

  • Ability to interpret policy for others.

  • Demonstrated advanced experience at an academic institution with extramural research proposal preparation and post-award management with an emphasis on National Institutes of Health (NIH) and other biomedical related funding agencies, including awards with multiple subawards, international subawards, training grants, and/or program project / center grants, etc.

  • Ability to manage significant volume of transactions. Skill in prioritizing a high volume workload to ensure priorities and other deadlines are met. Ability to maintain flexibility to redirect efforts when priorities change. Demonstrated ability to organize and prioritize multiple work assignments, managing both complicated long-range projects and proposals as well as short-term/immediate tasks, evaluate workload and resources, problem-solve.

PREFERRED QUALIFICATIONS
  • Ten (10) years of relevant experience.

  • Experience with UCSD accounting systems.

  • Experience with self-supporting unit and/or education program funding and fiscal management.

  • Experience with university health sciences or SOM faculty compensation.

SPECIAL CONDITIONS
  • Employment is subject to a criminal background check.

  • Occasional evenings and weekends may be required.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
