Your Role With Us:

Reporting to and working collaboratively with the Director of IDEAL, Corporate Integrity & Employee Safety, the Corporate Integrity Manager will ensure effective operations of the Corporate Integrity Department coordinating compliance services across the Salem Health Hospitals and Clinics multi-facility health care system. The Corporate Integrity Manager is responsible for the ongoing development, implementation, maintenance, and evolution of Salem Health Hospitals and Clinics compliance & HIPAA privacy program and all related Federal/State activities.

Core Functions:

1. Oversees the daily operations of compliance program and ensure functions in accordance with all applicable laws, regulations, and accreditation requirement.

  • Maintains subject matter expertise on law, regulations and organizational policies and procedures.
  • Conducts proactive risk assessment of organization's compliance with business activities to identify areas of opportunities to better meet regulatory requirements.
  • Monitors legal and regulatory developments relating to Salem Health Hospitals and Clinics operations and effectively communicates the potential impact of change to key stakeholders.
  • Works collaboratively with key compliance stakeholders across Salem Health Hospitals and Clinics to ensure alignment of compliance activities. Tracks all issues referred to compliance for guidance or investigation.
  • Develops, plans and schedules internal/external reviews and projects, makes judgments around objectives and scope, and ensures effective and efficient audit execution. Ensures action plans are developed for any deficiencies. Ensures highly skilled and timely project management and outcomes fulfillment through the effective engagement of teams.

2. Ensure requests, inquires and/or investigations by internal stakeholders and/or regulatory agencies are properly researched, managed and coordinated, facilitating cross-departmental tactical action plans.

  • Evaluate, respond to and design action plans to address regulatory inquiries, audits, complaints, investigations and examinations and statistical and other requests from regulators.
  • Collaborates with Federal and State Regulators such as, but not limited to OCR, HHS, OIG, and CMS on compliance related matters.
  • Analyzes processes, workflows and tracking systems to determine the most efficient manner for compliance with regulatory audits. Accountable for regulatory issue resolution.

3. Leads Corporate Integrity Committee in development of quarterly meeting materials and the annual internal audit work plan for compliance, operational, and financial audits.

  • Collaborates with management in the development of appropriate compliance related policies, monitoring and auditing tools and processes for the identification and implementation of on-going regulatory compliance, prioritizes compliance activities, develops, and prepares applicable analysis and reports.
  • Core areas of audit review include hospital and physician documentation, coding, billing, HIPAA Privacy/Security compliance, durable medical equipment, and information blocking regulations.

4. Drafts and periodically reviews compliance policies, procedures, and trainings. Provide and/or implement training and education on Salem Health Hospitals and Clinics policies and requisite regulatory compliance matters to ensure consistency and adherence to state and federal laws.

5. Supervises Corporate Integrity Auditor and provides administrative oversight of activities to ensure reporting requirements are met. Coaches Corporate Integrity Auditor and teams on compliance process improvement strategies, benefits, and methodologies. Ensures that process improvement efforts preserve and enhance quality and improve operations to increase efficiency and productivity of work.

6. Serves as the Civil Rights/Section 504 Coordinator for the health system.

  • Monitor and implement compliance with state and federal laws prohibiting disability discrimination, including Section 504, and Title II of the ADA.
  • Oversee patient grievance procedure of reported allegations of discrimination. This includes investigating the complaint within 30 days after grievance is filed.
  • Analyze data to identify trends in accommodations and identify pathways to support patients with disabilities.
  • Conduct ongoing reviews of policies, procedures, practices, education and related obligations to ensure consistency with changing regulatory requirements and guidance from the Department of Health and Human Services.
  • Collaborate with IDEAL, Patient Advocacy, and other departments with concerns about the intersection of accommodations and operations.

    Background/Expertise:

    • Bachelor's Degree in business, healthcare administration, health information management, or related discipline required.
    • Healthcare Compliance Certification (CHC) required; Healthcare Privacy Compliance Certification (CHPC) preferred.
    • Five (5) or more years work experience in hospital and/or a health system, including direct experience of managing Regulatory/Compliance related matters required.
    • Minimum of three (3) years of supervisory experience required.
    • Must have experience with CMS regulations and the development and execution of compliance monitoring reviews.
    • Working knowledge of regulations and compliance risks with DMEPOS
    • Ability to operate independently, or self-directed, and effectively prioritize multiple competing needs.
    • Attention to detail and timely response to inquiries.
    • Strong knowledge of Medicare and third party billing requirements.
    • Thorough knowledge of federal and state regulations affecting the organization, and willingness to participate in continuing education activities to maintain current knowledge with respect to these areas.
    • Proficient with medical record documentation standards.
