Classify and Operationalize High-Risk Hiring AI
The EU AI Act classifies AI systems used in employment decisions (including recruitment and candidate screening) as high-risk under Annex III, Category 4. For any organisation sourcing 1,000+ graduates annually across EU or UK operations, this classification triggers compliance obligations that most talent acquisition teams have not yet operationalised.
The threshold question is whether your recruitment technology stack includes any AI component that filters, ranks, scores, or otherwise influences which candidates advance through your pipeline. If it does (and it almost certainly does at scale), your organisation likely operates a high-risk AI system under the Act regardless of whether the component was built in-house or procured from a vendor.
Compliance concentrates in three areas. First, conformity assessment must be completed before the system is placed into service for EU candidates. Second, human oversight obligations under Article 14 require qualified personnel positioned to review and override automated screening decisions. For a programme processing thousands of applications across a three-year recruitment cycle, this means building a staffing model for human review that scales with volume, not treating oversight as an ad hoc function. Third, bias monitoring under Articles 9 and 13 requires auditable evidence that your screening system does not produce discriminatory outcomes across protected characteristics.
The ROI calculation most organisations overlook is the cost of non-compliance relative to building these controls proactively. The Act provides for fines of up to 35 million euros or 7% of global annual turnover. Against that exposure, a properly structured compliance programme is a quantifiable risk mitigation.

Tibicle makes software for European clients, and we often hire junior developers. One thing I’ve learned in 12 years of making things is that tools change every six months. The person who uses them doesn’t change that quickly.
