JOB SUMMARY: This is full performance level work. At this level, employees independently perform a full range of assignments under limited supervision. The work requires applying an extensive knowledge of business practices and procedures to work from general instructions to adapt and apply knowledge in a variety of complex situations, and in recommending solutions to problems of a specialized or general nature. Confers with staff, users, and management to determine requirements for new systems or modifications. Analyzes application requirements to provide effort and cost estimates. Analyzes application requirements to design solutions for new applications and system modifications. Consults with analysts/programmers, enterprise architects in the design, selection, and implementation of technical solutions. Formulates and reviews plans outlining steps required to develop programs (or implement solutions) to meet staff and user requirements. Devises flow-charts and/or diagrams to illustrate steps and to describe logical operational steps of programs and systems (as needed). Writes technical specifications and system documentation for programs and applications. Develops and maintains software applications using object oriented programming technology as per standards. Perform unit and system tests. Performs code and standards reviews. Troubleshoots incidents related to supported systems and applications, identify errors, implements bug fixes, and ensures conformance to standards. Writes and revises program and system design standards and procedures. Train lower level analysts/programmers on code and documentation standards. Assists technical leads and project managers in identifying steps required for implementation of new applications or system enhancements. Assists technical leads and project managers with project tracking and in coordinating PRD implementation tasks such as installation of programs and operating systems, computer systems monitoring and others. Provides demos or training of systems and applications.



  • A Bachelor's degree from an accredited college or university and three years of experience in computer systems analysis and/or computer programming; or
  • A Bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and two years of experience as described above; or
  • One year of .Net programming experience using source control (e.g. TFS, Git, Jira).


  • Experience as described above can substitute on a year-for-year basis for the required college education.
  • Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.


  • Bachelor’s degree in Computer Science, Computer Engineering, Math or related technical field.
  • ASP/C# .Net, SQL relational databases, TFS, Visual Studio, MVC, Bootstrap, Reporting (e.g. Tableau, Business Objects)
  • Experience on projects and/or teams using Agile, Scrum, or Kanban; creating flowcharts using Microsoft Visio or similar tool; developing for hybrid cloud (e.g. Azure, AWS).
  • Demonstration of willingness and ability to learn new technologies.
