About the Department

The 900+ positions of the Facilities Division service the students and staff of the university’s teaching, research/administrative space and 2, 240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day,365 days a year. The goal is to deliver cost-effective services to the University and ensure completed projects and maintenance that conform to codes and regulations while minimizing University liabilities and disruptions caused by the maintenance, repair and building, and equipment modifications to the University.

The primary purpose of the Capital Project Management ( CPM ) unit is to support teaching, research, extension, and other activities of the University through timely and economic completion of design, construction, renovation and/or repair, and other improvements to the facilities. Accordingly, CPM provides design and construction management of all University, endowment, and research-funded capital improvement projects. Capital improvement projects are defined by General Statutes as being valued at more than $100,000 and are subject to oversight by the Office of State Construction ( SCO ) and governed by the State Building Commission ( SBC ) via legislative authority.

The primary purpose of this position is to provide the Capital Project Management unit with expertise in planning, design, and project management of building HVAC , life-safety, plumbing, gas, and fire protection systems, primarily for formal projects (over $100,000), including renovations of existing facilities and new buildings on campus. The position works closely with other campus units including the Fire Marshal’s office, Building Maintenance & Operations, University Architect, Facility Services, and Energy Systems. This position will manage outside designers and contractors to prepare plans and drawings for submittal to the State Construction Office for code approval.

● Working knowledge of general engineering practices and techniques.
● Working knowledge of and experience in the design of new systems or evaluation condition of existing systems in one or more of the following areas: HVAC , fire protection, gas systems, plumbing, and utilities. This experience must be represented on your application and the duties and responsibilities fully explained.
● Experience with new and existing mechanical and/or electrical systems.
● Working knowledge of mechanical/electrical construction, general construction, and or utility construction.
● Working knowledge of NC building codes/standards and ordinances to construction in the state government/university setting.
● Experience with State Construction Office policies and procedures concerning design, procurement, and construction of building mechanical and plumbing systems.
● Experience in preparing mechanical plans and cost estimates. 

This position is charged with direct project management responsibilities for ensuring that design and construction projects are completed on time and within established budgets while ensuring the capital improvement to the University’s facilities meets Federal, State, and local building codes as well as University requirements with minimal disruption to on-going University activities.

As a journey facilities mechanical engineer in the formal design group, this position is tasked with managing the design of multiple, complex capital improvement projects, typically more than $500,000 in value. Complex projects may vary from new construction of new buildings and infrastructure projects to renovations of existing facilities and systems. Examples such as full HVAC replacements, energy upgrades, HVAC unit replacements when a design is required, installation of new fume hoods, the construction of new agricultural buildings, underground utilities, renovated spaces, telecommunications & data centers, laboratory research facilities, multi-purpose spaces, landscaping, fire alarm systems, security systems, Life Safety systems – typical in higher education facilities.

This position has direct responsibility for project management during the design phase. This includes designer contract negotiation and administration, coordination of design meetings with University and State stakeholders, budget management, schedule management, bid, and award. This position requires the ability to: anticipate issues and formulate options to resolve them; manage multiple projects; prioritize projects; use goals to guide actions and create detailed action plans, and schedule people and tasks to achieve goals with minimal oversight.

Bachelor’s Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience.

Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Proficient knowledge of standard design and construction practices and have both office and field experience. 
  • Effective oral and written communication skills. 
  • Ability to proficiently operate a personal computer and a variety of software for email, word processing, spreadsheets, database & information collection. 
  • Working knowledge of Microsoft Office is required. 
  • Experience with AutoCAD and Blue Beam Review is very helpful.
Preferred Qualifications
  • Bachelor’s Degree in Mechanical or Electrical Engineering or Architecture with at least seven (7) years of experience. 
  • Licensure as a registered professional engineer/architect preferred. If out of state, the expectation is that in-state licensure will be obtained within12 months of the hire date.
  • LEED accreditation is also preferred
