Description:
Our client is looking for a Ground Systems Engineer in support of the ICESat2 Satellite program, particularly with respect to ongoing Tech Refresh efforts. This person will be a part of the integration/updates of the ground systems in NASA Goddard. Ideally, this engineer will be the interface between the Goddard systems and the client's internal team of system administrators, controllers, etc. Rather than the antennas or receivers of the ground system, this person must be an expert in the actual software/hardware of the ground systems and how they cooperate with each other and the different receivers.
Responsibilities:
Support update of Test Plans and Test Procedures for any new features or updates to the ground system
Provide mission operations support to the ICESat2 Satellite program including flight control and mission planning.
Support system maintenance activities such as procedure updates, architecture upkeep, and formal program milestones.
Conduct testing using simulators and resolve discrepancies.
Develop and test command procedures, telemetry pages, and other products derived from vendor provided documentation
Support operations readiness activities including configuration control board and other customer meetings
Monitor vehicle state of health across all subsystems and perform short and long-term telemetry trending.
Track space vehicle configuration, to include both hardware, software, and configurable item parameters.
Make modifications to existing operations procedures to incorporate lessons learned from in-flight performance. Develop new procedures as required.
Maintain standards associated with the established Integrated/Developmental Operations functional group processes.

Additional Skills & Qualifications:
Required
Bachelors Degree in engineering or related discipline and 5 years experience; 3 years with Masters; or PhD
Ability to work within a group of diversified individuals with varying backgrounds to achieve mission success.
Experience writing technical documents for external customers
Possess a working knowledge of ground system hardware
Experience with writing or updating of ground system test plans and procedures
Outstanding verbal and written communications skills, including ability to make persuasive presentations to external customers at milestone reviews
Preferred:
Knowledge and experience with PERL programming language
Experience with writing ground system test plans and procedures from scratch
Experience with Front End Processors and Encryptors
Experience with both Linux and Windows operating systems
Prior experience conducting on-orbit mission operations and resolving satellite and ground system anomalies.
Experience working with mission operations and customer organizations of NASA Goddard Customer
Experience with the LEOStar Bus or MEV
Experience working on government systems and/or government process environment
Experience with at least one S/C Subsystem (ADCS, CDH, COMM, EPDS, Thermal, FSW).
Prior experience with ITOS ground control software
Experience with MAESTRO command and control software
