This role will lead and set up the supply chain management framework to ensure supply chain operation aligns and supports wider strategic objectives and values. This role will support the onboarding of the new Integrator, Estates Programme Management Supplier and other ancillary suppliers (e.g. Energy Bureau, software providers, etc.)

Key accountabilities

Accountable for the design, development and implementation of the supply chain management and performance measurement framework.
Implement processes, procedures and tools which add value by reducing costs, mitigating risk and improving service through effective management of suppliers.
Quickly build expertise across Estates Supply chain to provide strategic advice to Estates on areas such as finance, risk, innovation etc. to ensure the supply chain is operating efficiently
Responsible for developing the supply chain service change management process, ensuring clear visibility of the Supply Chain's service change events.
Lead and manage relationships with new supply chain partners coming onboard, managing negotiations, and implementing contractual agreements.
Lead and manage demobilisation of incumbent services / suppliers, as part of Estates' transition to Estates new operating model.
Develop a monitoring plan according to key performance indicators for new Supply Chain partners and their agreed service level agreements.
Lead initiatives to maximise commercial effectiveness of the Estates' Management Information and Performance reporting, to ensure it allows critical analysis of supply chain performance.
Required Experience

Strong experience in managing major supply chain and large scale operations, preferably for a government organisation.
Expertise in performance management best practice and awareness of innovations and changes within the industry
Demonstrable knowledge of Supplier and Customer Relationship Management tools and techniques and their application
Knowledge and implementation of risk management strategies and processes
Demonstrable experience of excellent senior client relationships and ability to build effective relationships
Proven ability in articulating data and forecasts to stakeholders with commercial acumen
Excellent negotiation skills
Ability to see wider strategic goals and align contractual agreements and actions to support department and organisational strategy
