DNV – Energy Systems division is seeking an experienced Permitting Manager - Midwest to lead the growth of our comprehensive permitting services in the American Midwest.

This position could be located from any of our DNV markets in Dublin, OH, Chicago, IL, Madison, WI, Nashville, TN, Detroit, MI, Lansing, MI, or fully remote in any midwestern state.

What we doOur Customers are primarily developers and utilities, developing wind (onshore and offshore), solar, and battery and energy storage projects across the U.S., Canada and internationally. Broadly, our work falls into four categories

  • Biological services, including field surveys, habitat conservation plans, corporate avian and bat protection plans, review of mitigation strategies, and associated permits.
  • Permitting services, providing support for permitting at the federal, state, and local level for wind, solar, and battery storage projects; including stakeholder engagement
  • GIS services, including mapping, constraints reviews, radio COMM surveys, and critical issues analyses
  • Siting services, including layout optimization, acoustical measurements, noise impact assessments, shadow flicker, blade/ice throw, and glint and glare studies

Our Customers can choose any number of consultancies to execute on specific tasks. However, our Permitting and Environmental services team strives to develop long-term partnerships, acting as their trusted advisor from the earliest siting activities through operational compliance. Our Customers are at the forefront of the energy transition. Our team is nimble and driven by our mission to ensure renewable energy projects are safely and sustainably sited, permitted, and operated.

What You'll Do

  • Leverage experience with state siting processes for renewable energy projects, and champion permitting efforts for DNV's clients, including environmental assessments/environmental impact statements, permit application preparation, and management of all wildlife and siting studies
  • Lead Phase I ESAs, Clean Water Act Section 404 and 401, state or federal Endangered Species Act, Migratory Bird Treaty Act, Federal Aviation Administration 7460 filings, and others
  • Lead stakeholder engagement activities- attending agency and municipality meetings, open houses and permit hearings, and stakeholder engagement sessions (virtual and in-person); collect and respond to agency and public comments; coordinate with state and federal resource agencies
  • Project Management, including occasional management of subcontractors
  • Proactively seek out practical and realistic business development opportunities in the Midwest market and prepare or coordinate proposals
  • Engage in facilitating innovative and new service offerings to anticipate/meet market needs, including offering technical presentations, participating in industry workshops and conferences

Position Qualifications

What Is Required

  • Bachelor's degree in a relevant field-land use planning, environmental planning, environmental science/engineering, or other environmental law/policy degree
  • Demonstrated skills in project coordination, agency consultation, and environmental review; and ability to establish and maintain good relations with clients and peers
  • Team oriented professional with a strong attention to detail
  • Strong written and verbal English communication skills
  • We conduct pre-employment drug and background screening

What Is Preferred

  • Master's degree in a relevant field
  • A minimum of 6 years of relevant experience in energy project siting and permitting, including at least 3 years of experience writing environmental permit applications in the renewable energy industry in the Midwest
  • Advanced knowledge of environmental assessment regulatory frameworks as applied to renewable energy (wind, solar, or battery storage)
  • Experience leading winning proposal efforts for Customers in the renewable energy industry
  • Capable of travelling to projects in development, construction, and operation sites in varying locations (10%-20% annual time, post-COVID)
