Contract Background / Project Description

The Ecological Services (ES) program seeks a well-qualified contractor to provide technical expertise for a large and complex integrated systems project, ECOSphere.

ECOSphere is a cloud-based system containing a pool of applications and workflows that provides access to USFWS data concerning threatened and endangered species, conservation of habitat and species, refuges, and migratory birds. ECOSphere offers a central point to gather and store information from varying Federal, State, and local partners to administer a national network of lands and waters for the conservation, management, and, where appropriate, restoration of the fish, wildlife, and plant resources and their habitats within the United States. USFWS personnel and their affiliates utilize the system based on program sponsors’ authorization. In addition, general public users are provided information regarding Migratory Birds, Ecological Services, Fish & Aquatic Conservation, and Refuges programs via web content.

The primary objective of the work is to provide technical support and architecture advice for this newly created environment. The FWS is developing the architecture, transforming the data structure, migrating applications from the old system to the new system, and making information available to the public.

Mindbank Consulting Group has an immediate need for a Technical Architect.

Technical Architect Qualifications:

· Expert knowledge of AWS, SQL Server, PostgresSQL, big data, data warehousing, geographic information systems (GIS); spatial data management; CI/CD pipelines.

· Knowledge in R Server, R Shiny, workflows, SSAS, SSIS, SSRIS, and IIS.

· Skill in communicating effectively (orally and in writing); ability to communicate and coordinate effectively with multiple partners, working teams, and organizations.

· Proven project management abilities, including the experience in managing complex tasks, including short-term and long-term planning, goal and policy setting, and monitoring accomplishments.

Job Requirements:

Technical Architect Responsibilities:


·        Provide technical expertise to support development and implementation of ECOSphere.

·        Provide support for databases, servers, application, access, CI/CD, web services, integrations, data standards, and procedures in ECOSphere.

·        Provide support with our hosted spatial data in ECOSphere, including meta-data management and quality control and quality assurance review protocols.

·        Develop recommendations and ensure implementation of approved changes to the ECOSphere system.

·        Develop and document the workflows in the system that staff will use to access data in ECOSphere.

·        Coordinate and engage other Federal agencies, States, non-governmental organizations, and other interested parties in sharing data that inform T&E species.

·        Participate in working groups that develop additional or revise existing standard operating protocols or guidance to address requirements, processes, or procedures.

·        Work with other contractors and vendors to ensure consistency in the development and migration of containerized applications.

·        Work with other contractors and vendors to ensure the successful implementation of as needed.

·        Work with other contractors and vendors to ensure the Infrastructure Architecture of ECOSphere meets DOI and FWS security standards.

·        Provide technical expertise, knowledge, and recommendations that are consistent with Federal policies, procedures, regulations, and statutes as they relate to technology, data analysis tools, data quality control, and assurances, and data integration, to advise the Service on data storage, maintenance, and functionality of the data in ECOSphere.

·        Document all changes made within the ECOSphere system.
