Job Summary

Performs the following systems development tasks: problem analysis, systems design, programming, testing and debugging, system and program documentation, and systems implementation of moderate to highly complex applications. Performs maintenance and upgrades to current applications. Confers with user departments to review, analyze, define, and prepare functional specifications for complex systems in accordance with established standards. Responsible for translating department needs into specifications for vendor selection or program code for in-house application development. Prepares and presents oral and written reports to officials within and outside the County. Duties may require working outside of normal business hours to include some evenings and weekend related to application support. Utilizes current Countywide and/or department specific software to complete assignments.

Minimum Qualifications

1. a. Possess a Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administrations, Engineering, or a related field of study; AND

b. Have had at least two (2) years of full-time experience in one or a combination of the following: Mainframe, Client-Server and/or Web systems analysis and design. Programming - C#, ASP.Net, MVC, JavaScript, Visual Basic, Java, J2EE, MS SharePoint, HTML, CSS, XML, SQL Server, Oracle, PowerShell, Python, IIS, IBM WebSphere, Tomcat, PeopleSoft, PeopleCode, ESRI technologies, MS Access, COBOL, CICS, JCL, VSAM, or related technologies; OR

2. a. Possess an Associate degree from an accredited college or university in Computer Science, Information Systems, Business Administration, Engineering, or a related field of study; AND

b. Have had at least four (4) years of full-time experience as specified in 1B above; OR

NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services ((see application details)). The degree evaluation will be required for application processing.

3. a. Be a high school graduate or possess the General Education Development (GED) certification; AND

b. Have had at least six (6) years full-time experience as specified in 1B above.

4. Pass the completed examination, including the employment medical established for this classification.

5. Successfully complete the six (6) month probationary period.
