Contracts Specialist - Closeout


IMSolutions is seeking a Contract Specialist to provide primarily contract closeout support to our client in Silver Spring MD.

The Contract Specialist will primarily perform closeout activities and provide other acquisition/procurement related support as required. Individuals, as required, will have experience with Cost Reimbursable, Fixed Price, Time & Materials, Commercial, and GSA FSS contracting. Individuals will possess working knowledge of the FAR and agency supplements.

Position Responsibilities:

Contract Closeout support activities include, but are not limited to, performing the following activities:

  • Ensuring contract audit is completed.
  • Ensuring contractor’s closing statement is completed.
  • Ensuring prior year indirect cost rates and all interim or disallowed costs are settled.
  • Ensuring price revision is completed.
  • Ensuring contractor’s final invoice has been submitted.
  • Ensuring contract funds review is completed and excess funds de-obligated.
  • Preparing contracting completion statements.
  • Ensuring disposition of classified material is completed.
  • Ensuring final patent and royalty reports are cleared. (if required).
  • Ensuring there is no outstanding value engineering change proposal(s).
  • Ensuring property clearance and plant clearance reports are received.
  • Ensuring subcontracts are settled by the prime contractor.
  • Ensuring termination dockets are completed.

Acquisition/Procurement support activities include, but are not limited to, performing the following activities:

  • Applies established acquisition/purchasing regulations, policies and procedures while assisting in the Federal Acquisition Regulation (FAR) based procurement of goods and services in a Federal Government environment.
  • Provides support services in the areas of acquisition planning, RFI/RFP preparation, market research/analysis, selection and administration of terms and conditions, cost and price analysis, negotiations, preparation of contract modifications, evaluation of performance, and contract termination.
  • Makes quality recommendations to the Contracting Officer/Grants Officer.
  • Researches, analyzes and validates relevant data.
  • Maintains and ensures acquisition/procurement file documentation in compliance with FAR and other related agency policies and procedures.
  • May assist in special projects assigned by the procurement Acquisition Manager.

  • Bachelor’s Degree or 24 credit hours in Business- or Business-related field plus 6 yearsexperience or,
  • Associate’s degree + 8 years relevant experience or 12 years relevant Contracting experience.
  • Relevant office experience including MS Office and Google platform product skills.
