    Responsibilities
    • The responsibilities listed below are at the full performance level.
    • Assist with coordination of clerical and administrative functions to ensure management priorities.
    • Monitor and advice supervisors of cyclical employee human resource actions for employee welfare and assurance of required actions.
    • Provide services to include budget, travel, procurement, property management, records management, liaison, training, and clerical services to support unit (or management).
    • Perform automated records management with attention to data and record regulatory compliance.
    • Handle the receipt, reading, routing, control, and dispatch of incoming correspondence; including mail, cables, faxes, plus routine and controlled documents to support unit communication needs.
    • Establish annual operating budget by collecting data to analyze the cost of project proposals, staffing levels and procurement of goods and services needed to support the unit's objectives.
    • Evaluate data and information gathered from invoices and receipts to update and balance the budget.
    • Prepare budget requests for administrative operations, front desk operations and facility maintenance to keep unit functioning efficiently.
    • Purchase supplies or services for unit using established procurement methods.
    • Supervises employees up to 20% of the time.

    Qualifications
    In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the date the certificate of eligible candidates is issued. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

    Specialized Experience Requirement:
    For the GS-6 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level GS-5. OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as Business or Public Administration, or other administrative or management fields related to the position being filled); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience include: Assembled monthly expenditures for operating budget reporting; Reviewed correspondence for grammatical accuracy; Purchased, received, and distributed supplies and special order items, including reconciling purchases in a database and monitoring when additional supplies needed to be ordered.

    For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the GS-6 grade level; OR one full year (18 semester/27 quarter hours) of successfully completed graduate level education if the coursework is directly related to the work of the position (for example Business or Public Administration, or other administrative or management fields related to the position being filled); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Experience must have demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of specialized experience include: Collected and analyzed budgetary information and statistical data for use in the formulation and execution of budget requests and reports; Purchasing supplies, equipment, and services; Created travel orders and vouchers; Composed, typed, and proofread correspondence and narrative and tabular material (i.e., databases and spreadsheets).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

    The primary purpose of this position is accomplishing a variety of support services including but not limited to the following: procurement of administrative supplies and equipment, tracking budget expenses, personnel processing, printing and mail service, space management, records and correspondence management.
