SAIC is looking for a CPIC/Process Analyst. The Clinger-Cohen Act of 1996 requires agencies to use a disciplined CPIC process to acquire, use, maintain, and dispose of IT. Further guidance for the management of Federal information resources is detailed in Office of Management and Budget (OMB) Circular A-130, Management of Federal resources. The CPIC / Process Analyst will support program policy, guidance, advice, and training to program and project managers, senior management, and other stakeholders, to ensure that IT initiatives are being selected and implemented such that they provide the greatest return in support of the agency mission. This includes maintaining up-to- date records regarding the current status within the governance process and health of all IT initiatives. The processes associated with the CPIC policy need to be supported, including TechStat and other governance meeting support, and the policy periodically updated to reflect current practices. This support also includes providing business units and process stakeholders with an improved customer experience. This involves evaluation of current processes, documentation of lessons learned, and recommendation for potential process improvements.

Required Qualifications:

Bachelor degree

Minimum five (5) years of hands-on relevant experience in providing both CPIC and IT Governance support for a Local, State or Federal Government agency.

Experience guiding and assisting staff through a wide range of management, organizational and business improvement and modernization initiatives by applying continuous process improvement strategies, methodologies and principles.

Experience analyzing, reviewing, editing, and documenting feedback and input of data for critical CPIC and IT Governance documentation and reports. This includes business needs, business cases, post-implementation reviews, and operational analyses.

Experience developing business methods for problem solving, process change and solutions implementation ensuring enterprise-wide integration.

Experience identifying best practices, assesses performance measurement and researches, collects and verifies data and translates it into strategic and operational guidance.

Experience providing group facilitation, interviewing and other forms of knowledge transfer. Areas of focus include but are not limited to identifying and eliminating duplication, outsourcing opportunities, streamlining, centralizing, business transformation, business process redesign and modeling, quality improvement and lean six sigma.
