Responsibilities

The Agile Systems Engineering Planning and Analysis Department within the Acquisition Analysis and Planning Subdivision is leading the charge in developing and applying innovative and efficient acquisition and systems engineering strategies to address evolving national security space (NSS) needs. The selected candidate possesses experience applying and overseeing the application systems engineering throughout the lifecycle of NSS space and ground programs. In addition, the selected candidate will possess experience in acquisitions from pre-acquisition planning through source selection.

 

 Key Functions

  • Provide technical support to space and ground system acquisitions in the pre-solicitation phase of the acquisition.
  • Support areas include the development of acquisition strategies; conduct of market research, assistance in the development technical documents in a request for proposal such as statement of work, source selection criteria, instructions for bidders; and participation as a technical advisor in source selections.
  • Participate in systems engineering studies such as system requirements development and flow-down; analysis of alternatives; system integration, verification, and validation; readiness reviews; risk and opportunity identification, assessment, disposition, mitigation, and management; schedule management and assessment; technology planning and insertion; and performance assessment.
  • Assisting the government customer in applying innovative acquisition and systems engineering techniques.
  • Supporting interdisciplinary functional acquisition teams.

 

 

This position is available as an Aerospace Corporation Engineering Specialist or Senior Engineering Specialist

Qualifications

Required

  • BS degree in engineering, science, or a related field
  • Minimum of eight (8) years relevant experience
  • Experience participating in acquisition support to government organizations
  • Experience in supporting the development of acquisition strategies, plans, and processes
  • Experience in drafting acquisition documents (e.g., Acquisition Strategy, Acquisition Plan, SOWs, Task Orders), and other required solicitation/contract attachments
  • Experience in developing and coordinating Request for Proposal (RFP)
  • Familiarity with Federal Acquisition Regulations (FAR)
  • Demonstrated self-motivation, communications, presentation, and interpersonal skills
  • Current TS/SSBI

 

Preferred

  • Advanced degree in related field
  • Direct experience supporting the creation of the full-range of pre-award documents required for federal IT, service, and development acquisitions
  • Experience providing acquisition support for government customers
  • Experience in identifying, formulating, and collecting documents for inclusion in Contractor Bidders' Library for supported acquisitions
  • Experience with agile programs acquisition and systems engineering and the Dev/Ops environment
  •  Experience with IT and Managed Service Provider Acquisition and Systems Engineering
  • Specific customer program and mission expertise in one or more areas
  • Experience in conducting market research activities as required by the Government Knowledge in some or all of the following space and ground systems: Department of Defense, National Security Space, and/or Civil and Commercial

Qualifications for Senior Engineering Specialist

Required

  • BS degree in engineering, science, or a related field
  • Minimum of twelve (12) years relevant experience
  • Experience participating in acquisition support to government organizations
  • Experience in supporting the development of acquisition strategies, plans, and processes
  • Experience in drafting acquisition documents (e.g., Acquisition Strategy, Acquisition Plan, SOWs, Task Orders), and other required solicitation/contract attachments
  • Experience in developing and coordinating Request for Proposal (RFP)
  • Familiarity with Federal Acquisition Regulations (FAR)
  • Experience in identifying, formulating, and collecting documents for inclusion in Contractor Bidders' Library for supported acquisitions
  • Experience in identifying and assessing risks associated with acquisition implementation approaches for supported acquisitions
  • Experience in acquisition streamlining initiatives for new programs and capabilities under development
  • Demonstrated self-motivation, communications, presentation, and interpersonal skills
  • Current TS/SSBI

 

 Preferred

  • Advanced degree in related field
  • Direct experience supporting the creation of the full range of pre-award documents required for federal IT, service, and development acquisitions
  • Experience with agile programs acquisition and systems engineering and the Dev/Ops environment
  • Experience with IT and Managed Service Provider Acquisition and Systems Engineering

  • Familiarity with a broad range of Aerospace programs and matrix resources
